Alexander Moor: introducing new mechanisms of state support for business in the region

The main goal of state business support is to create new jobs for residents of the region. This was stated by the Governor of the Tyumen region, Alexander Moor, opening the VII business forum "Knowledge Day for Entrepreneurs" on September 11.

Our forum is gaining strength every year, becoming more interesting, said the governor. More than 1 thousand representatives of the business community and 16 expert speakers of regional and federal levels participate in the Knowledge Day for Entrepreneurs, which takes place at the Neftyanik recreation center in Tyumen.

This year, in accordance with the May decree of the President of Russia, several national projects are being implemented in the country. One of them is Small and medium-sized enterprises and the support of individual entrepreneurial initiative. This project defines the main indicators that Russia should achieve. Probably the most important of them - by 2024, the number of people employed in small and medium-sized businesses should be 25 million people. This is a very ambitious task - in six years it is necessary to increase the number of entrepreneurs by almost six million, Alexander Moor recalled.

In the Tyumen region, within the framework of the national project Small and Medium-Sized Enterprises and the Support of Individual Entrepreneurship Initiatives, 44 thousand new jobs in small and medium-sized businesses will be created in the next six years.

If the growth rate of the Russian economy exceeded the world average, it would be easier to achieve this goal. But taking into account the forecasts of the Ministry of Economic Development, the task becomes non-trivial, and we cannot do without the active position of entrepreneurs, without their faith in the future, the head of the region emphasized.

The governor expressed confidence that the Tyumen small and medium-sized businesses have great potential, and the task of the authorities is to help realize it.

To do this, we are launching a new format for communication and business support - the My Business project. The first such center will open in 2019. By visiting it, you can get all the necessary advice on measures of state support, as well as state and municipal services. At the regional level, we can definitely create stable, predictable and, most importantly, adaptive conditions and rules for doing business in the Tyumen region, involve even more people in entrepreneurial activity, Alexander Moor addressed the entrepreneurs.

In the region, all existing measures of state support for business will be preserved. At the same time, entrepreneurs will be offered to discuss new, most appropriate to the current situation, tools to stimulate business initiative.

Based on the results of extensive consultations with entrepreneurs, we decided to subsidize the interest rate on leasing for small and medium-sized enterprises so that it ultimately does not exceed five percent per year. According to our data, this is the lowest leasing rate in the country, said Alexander Moor. In 2019, more than 50 million rubles were allocated to subsidize the interest rate on leasing for small and medium-sized businesses.

Of course, this is not the limit. If this support measure is popular, we will quickly and easily add the necessary funds, the governor assured.

The regional government is developing other business support measures. In particular, we are talking not only about the creation of municipal investment sites, but also about the provision of a range of benefits to enterprises operating on them. The Tyumen region is preparing to introduce such federal mechanisms of state support as regional investment projects and investment tax deductions. Relevant legislative initiatives will be submitted to the regional Duma. In addition, regional authorities are considering a block of initiatives related to supporting social entrepreneurship.

We will continue to develop our measures to support entrepreneurship, realizing that the main goal is the creation of new jobs. I emphasize once again that all decisions are made after discussion in the entrepreneurial community in order to concentrate resources on the most breakthrough areas, said Alexander Moor.
