Andrey Panteleev: we have expanded the capabilities of the oil and gas cluster
13 February 2021

These days at the production site of the Almaz-Antey aerospace defense concern in Nizhny Novgorod, an off-site intersectoral meeting is being held. The site brought together the participants of the Tyumen Region oil and gas cluster, scientists, leading engineers, government officials and heads of defense industry enterprises in order to find new technological solutions for the needs of the oil and gas industry. The event was organized with the support of the Office of the Deputy Chairman of the Government of the Russian Federation and the Tyumen Region, the Ministry of Energy and the Ministry of Industry and Trade.

The main topic of the first day of the conference was the technological challenges facing the oil and gas industry. At the central discussion, we discussed the priority areas of joint work, paid special attention to the design of the model - the interaction of developers and consumers in the creation of high technologies, said Deputy Governor of the Tyumen Region Andrey Panteleev about the business program on his Instagram page.

Also, the participants of the visiting intersectoral meeting were able to personally see the production facilities of the aerospace defense concern. They were introduced to the buildings of the assembly and testing center, the technical and material base of the Almaz-Antey enterprise.

During the first day, we applied design thinking mechanisms to solve a global problem. For example, we paid special attention to a communication design session dedicated to designing an effective model of interaction between the defense industry and the fuel and energy complex. Joint teams in the networking format worked out and presented various prototypes of an effective process of interaction between developers and consumers when creating new technologies. The level of participation of the participants was extremely high, wrote Anton Mashukov, Director of the Department of Investment Policy and Entrepreneurship Support, on his Facebook page.

We have expanded the capabilities of the cluster to involve defense industry enterprises in it in order to solve complex problems. It is extremely important for us to find and develop a model so that it would be clear to the defense industry enterprises how to interact with the fuel and energy complex enterprises, where high standards already exist. Often, the equipment is purchased not by a fuel production company, but by oil service companies, which are precisely concentrated in the territory of our region. Having established relationships, we are reaching a new level, which is associated with import substitution - products that have not been previously produced in the country. The line of b2b relations is built through complex agreements and agreements, and the cluster, as an independent structure, evaluates projects transparently and allows you to add all the cases and use them as a market tool in a competing market, concluded Panteleev.
