Cooperation with the Republic of Uzbekistan

According to the Ural Customs Administration of the Tyumen region's foreign trade turnover with Uzbekistan for 2019 amounted to 14 024.33 thousand US dollars., Of which exports amounted to - 13 971.90 thousand US dollars., Import - 52, 43 thousand dollars.

According to the Ural Customs Administration, the foreign trade turnover of the Tyumen region with Uzbekistan in 2018 amounted to $ 17,358.7 thousand, of which exports amounted to $ 17,240.9 thousand, imports to $ 117.8 thousand. .

The predominant product groups in the export structure are: 27 group of foreign trade activities Mineral fuel, 44 group of foreign trade activities Wood and wood products, as well as batteries, ferrous metal products.

Uzbekistan mainly imports 7 group of foreign trade activities fruit and vegetable products, 20 group of foreign trade activities fruit and vegetable juices.

Agreement

On October 19, 2018, within the framework of the First Forum of interregional cooperation between Russia and Uzbekistan, with the participation of the heads of state, an Agreement was signed between the Government of the Tyumen region (Russian Federation) and the Khokimiyat of Tashkent region (Republic of Uzbekistan) on cooperation in trade, economic, scientific, technical and cultural spheres.

In order to preserve the national culture, language, traditions of the Uzbek people living in the Tyumen region, the adaptation of migrants to the Tyumen community in the region, the Vatan regional public organizations of the Uzbek diaspora and the Tyumen regional public organization, the Uzbek national society Navruz, are actively working.

Days of Uzbek culture are held annually in the Tyumen region, the national holiday "Navruz".

According to state statistics (based on the 2010 census), 2,998 Uzbek citizens live in the Tyumen region . The main areas of settlement are the cities of Tyumen, Tobolsk, Ishim, Yalutorovsk.

In the 2019-2020 academic year, 933 students from Uzbekistan are studying at universities of the Tyumen region , of which 395 people are studying full-time, 538 people are studying in absentia.

Cooperation agreements with partner universities from Uzbekistan:

  • Tashkent University of Information Technologies (Tyumen State University);
  • Tashkent State University of the Uzbek Language and Literature named after Alisher Navoi (Tyumen State University);
  • Bukhara State Medical Institute (Tsogu);
  • Samarkand Institute of Veterinary Medicine (GAUSZ);
  • Karshi Engineering and Economics Institute (GAUSZ);
  • Tashkent State Agrarian University (GAUSZ).

An agreement on mutual cooperation between the Tyumen State University and the Foundation of the President of the Republic of Uzbekistan Istedod was also concluded.

Chronology of visits

Active cooperation between the Tyumen region and the Republic of Uzbekistan began in November 2007, when the Tyumen Sheepskin and Fur Factory (TOMF) bought the property complex of the loss-making enterprise Bukhara Karakul, which was one of the largest producers of astrakhan and fur products in the CIS countries.

In 2007, a delegation of the Tyumen region took part in the Russian national exhibition in Tashkent.

On April 1-2, 2009, a delegation of the Tyumen region paid a visit to Tashkent, Republic of Uzbekistan, with the aim of promoting the products of Tyumen manufacturers to foreign commodity markets. The delegation was headed by Deputy Governor of the Tyumen Region A.V. Moor. The delegation included the president of the association of light industry enterprises of the Tyumen region I.V. Bratukhin and Chairman of the Board of the Association of Loggers and Woodworkers of the Tyumen Region E.V. Markov.

At a meeting of the delegation with representatives of the Ministry of Foreign Economic Relations, Investments and Trade of Uzbekistan, the Ministry of Economy of Uzbekistan, the Ministry of Light Industry of Uzbekistan, the leadership of Uzbekneftegaz, a presentation was made of the industrial potential of the Tyumen Region, negotiations were held on determining directions for mutually beneficial cooperation.

On April 22-27, 2009, the head of the state joint-stock foreign trade company Ozmarkazimpeks of the Republic of Uzbekistan Kamiljan Usmanov arrived in Tyumen on a return visit.

On April 27, 2009, the Protocol of Intent on trade and economic cooperation was signed between OJSC Red October OJSC and the state-owned joint-stock foreign trade company Ozmarkazimpeks (Republic of Uzbekistan).

In December 2014, the trading house LLC Interflight was opened in the city of Tyumen, which is engaged in the import of fruits and vegetables from Uzbekistan to the Tyumen region, companies such as LLC UzDEU Avto-Tyumen, the Representative Office of the National Airline Uzbekistan Airways in Tyumen .

On January 14, 2015, representatives of the Chamber of Commerce and Industry of the Tyumen Region met with employees of the Uzbek State Joint-Stock Foreign Trade Company (GAVK) Uzinterimpeks.

The meeting discussed the organization of direct deliveries of fruits and vegetables and textile products to the Tyumen region.

On September 7-14, 2015, the Tyumen region, the city of Tyumen, was visited by a business delegation of the Namangan region of the Republic of Uzbekistan.

The delegation includes representatives of the Namangan Oblast Hokimiyat, the agro-industrial sector, food and light industries.

The purpose of the visit: the establishment of partnerships and the further development of economic ties between the Tyumen region and Uzbekistan. Namangan region is interested in establishing long-term contacts with Tyumen manufacturers of textile industry, and is ready to supply high-quality dried and fresh fruits and vegetables to Tyumen stalls. Tyumen region is interesting to Uzbekistan as an exporter of wood and wood products, equipment and mechanical devices, products from ferrous metals. Participants in the foreign economic activity of the Tyumen region are interested in mutually beneficial cooperation with the Namangan region of the Republic of Uzbekistan. For example, the company "Krimm", which was visited by the Uzbek delegation, is interested in the supply of early vegetables, fruits, dried fruits,preservation products from Uzbekistan to the Tyumen region for the development of the retail business, as well as in the export of potato production "Krimm" to Uzbekistan. Representatives of the delegation also visited UMMC-Steel Metallurgical Plant Elektrostal Tyumen, the Tyumen Plywood Plant, where they met with management and discussed issues of mutually beneficial cooperation.

As part of the visit program, meetings were held with the leadership of the regional departments: investment policy and state support for entrepreneurship, agriculture, forestry, licensing and consumer market regulation. Representatives of the Tyumen enterprises of the timber industry sector were invited to a meeting with the participants of the Uzbek delegation to the department of the forest complex of the Tyumen region. The meeting in the Department of Licensing and Regulation of the Consumer Market of the Tyumen Region was also held jointly with Tyumen entrepreneurs.

In the Chamber of Commerce and Industry of the Tyumen Region, the Uzbek side made a presentation of the investment and export potential of the Namangan region, discussed issues of further cooperation with representatives of the regions business community.

For guests, a tour was organized in the historical places of the city of Tyumen. On September 11, the delegation of the Namangan region as an honored guest took part in the annual national-cultural project - Day of Uzbek Culture, organized by the regional public organization - the Uzbek national society Novruz.

On November 28-30, 2016 , in order to expand cooperation and promote the goods of Tyumen enterprises for export, the Export Support Center of the Tyumen Region organized a business mission of Tyumen enterprises of small and medium-sized businesses in Tashkent, the Republic of Uzbekistan.

The business mission was attended by engineering and construction enterprises, manufacturers of oil and gas equipment, metal products, plastic, as well as water treatment equipment.

On August 28-31, 2017, a business mission of the Tyumen region in Tashkent was held. The delegation consisted of representatives of 5 companies of the Tyumen region interested in cooperation with Uzbek enterprises: OOO GROM, JSC Trading House NPO TM, LLC UK Asset Management Umka Baby, JSC Alfa-Kinetika, JSC Plant Tyumengazstroymash.

Individual meetings with the management and technical specialists of Uzbek enterprises were held for Tyumen residents, a visit to LUKOIL Uzbekistan Operating Company LLC and ERIELL, an excursion program was organized. Also, a meeting was held at the Trade Representation of the Russian Federation in Tashkent on business in the Republic of Uzbekistan.

On October 3-4, 2018, a delegation of the Tashkent region headed by the Deputy Hokim of the Tashkent region Ilzat Kasymov visited the Tyumen region.

The main purpose of the visit is to expand bilateral cooperation between the Tyumen region and the Republic of Uzbekistan, as well as preparing the visit of a delegation of the Tyumen region to the I Forum of interregional cooperation between Russia and Uzbekistan on October 18-19, 2018 in Tashkent.

The delegation met with Deputy Governor of the Tyumen Region, Director of the Department of Agriculture V.N. Cheymetov, visited the KriMM Agrofirm in order to discuss issues of increasing the supply of seed and edible potatoes of the KriMM Agrofirm.

On October 18-19, 2018, a delegation of the Tyumen region headed by the Governor of the Tyumen region A.V. Moor to the Republic of Uzbekistan, Tashkent, to participate in the events of the First Forum of interregional cooperation between Russia and Uzbekistan with the participation of heads of state. During the visit, a series of official and business meetings were held on promising areas of cooperation in the field of health care, sanatorium and medical tourism, implementation of investment projects in the field of light industry and agribusiness.

Tyumen businessmen held presentations and negotiations with Uzbek companies, took part in the exchange-contacts of the First Forum of Interregional Cooperation between the Russian Federation and the Republic of Uzbekistan. Enterprises in the IT and agricultural sectors managed to establish business contacts with representatives of government agencies, retail chains, banking and IT.

The Tyumen company SibTopProm signed an agreement on the creation of a joint venture in Uzbekistan for the production of polymer-sand building materials.

Agrofirm KriMM reached an agreement on expanding partnerships and increasing the volume of product supplies to Uzbekistan.

On the sidelines of the forum, the Head of the region signed an Agreement on cooperation in trade, economic, scientific, technical and cultural spheres with the Khokimiyat of the Tashkent region (Republic of Uzbekistan), and also held talks with T.A. Zhalilov, chairman of the holding company Uzbekozikovkatholding.

On October 20-23, 2018, a business mission of the enterprises of the Tyumen region to the Republic of Uzbekistan, Tashkent was held in order to expand trade, economic and investment cooperation between the Tyumen region and the Republic of Uzbekistan, and to promote the export of goods of Tyumen producers. Within the framework of the visit, an exchange of contacts with Uzbek enterprises, negotiations with the Trade Representative of the Russian Federation and the representative of JSC "REC" in Uzbekistan were organized. As well as a series of meetings with representatives of government bodies and enterprises of Uzbekistan on the implementation of joint projects, in continuation of the agreements reached during the visit of the delegation of Uzbekistan to Uzbekistan on October 18-19, 2018.

On February 28, 2019, a visit of representatives of the Republic of Uzbekistan to the Tyumen region took place. The delegation included the chairman of the holding company Uzbekozikovkatholding T.A. Zhalilov, General Director of Uzagroexport U.Kh. Haldibekov.

Within the framework of the visit, a visit to the site of the industrial park DSK-500 took place, where they discussed the prospects for the joint implementation of the project on the creation of the ORC with the general director of JSC Infrastructure Development Agency of the Tyumen Region O.N. Romanian.

A meeting was held in the Tyumen Technopark with representatives of the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Region, the Department of Consumer Market and Tourism of the Tyumen Region and Tyumen enterprises interested in purchasing fruit and vegetable products in Uzbekistan, as well as ready for export deliveries of their products to Uzbekistan.

On September 16, 2019, the Consul General of the Republic of Uzbekistan in Yekaterinburg, Khatamov Abdusalom Kurbonovich, accompanied by Safarov's assistant Abdulaziz Lutfullaevich, visited the Tyumen region.

The purpose of the visit: to get acquainted with the region, to discuss possible areas for further cooperation in the trade, economic, scientific, educational, cultural and humanitarian fields.

At a meeting with Deputy Governor of the Tyumen Region V.M. Vakhrin held a discussion on issues of cooperation between the Republic of Uzbekistan and the Tyumen region in the economic and humanitarian spheres;

joint implementation of investment projects in the field of light industry and agribusiness; in the sphere of sanatorium-resort, medical, educational tourism; cooperation in the field of education and inter-university interaction. The forthcoming visit of the official business delegation of the Tashkent region to Tyumen was also discussed.

The Consul General visited Tyumen State University, held a working meeting with representatives of the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Region, the Office for Migration of the Ministry of Internal Affairs of Russia for the Tyumen Region, and the head of the Uzbek diaspora.

On October 2-5, 2019, as part of the implementation of the Agreement between the Government of the Tyumen region and the Hokimiyat of the Tashkent region, the Uzbek delegation, headed by the deputy hokim of the Tashkent region, visited the Tyumen region. The delegation included hokims of Uzbek cities and representatives of companies interested in expanding mutual trade.

The delegation of Uzbekistan visited the medical city, educational institutions, the wholesale and distribution center "South", met with representatives of the regional and municipal governments of the region and the business community.

At the end of the visit, together with compatriots, representatives of the Committee for Ethnic Affairs of the Tyumen Region, national public associations, members of the delegation took part in celebrations dedicated to the Day of Uzbek Culture.

Following the visit, an agreement was reached to continue cooperation in the trade, economic, scientific, technical and cultural spheres, in the areas of health and tourism; to work out the issue of establishing twinning relations between the cities of the Tyumen and Tashkent regions.

On November 26, 2019, in order to develop cultural and humanitarian cooperation, the representatives of the General Consulate of the Republic of Uzbekistan in Yekaterinburg and the Uzbek television channel Uzbekistan 24 visited the Tyumen Region.

In accordance with the program of the visit, the delegation of Uzbekistan visited the Tyumen regional museum-reserve in the village of Embaevo, visited the historical places of residence of Uzbeks in Tyumen since 1596 - the Tatar-Bukhara settlement.

In the large hall of Tsogu, a meeting was held with teachers and students from among citizens of Uzbekistan. The lecture on the importance of countering extremism and terrorism among young people was included in the agenda of the event. Representatives of the Consulate General praised the development of the Tyumen region in the field of culture and education and wished students success in their studies.

On November 26-30, 2019, a business mission of the delegation of the Tyumen region to the Republic of Uzbekistan took place (as part of UzProdExpo-2019).

The delegation included representatives of industrial enterprises of the Tyumen region: JSC "IAP" SIBNA ", LLC" Lamifor-Tyumen ", LLC" TNGK ", LLC" Russian distributor ", LLC" Technomodel ".

During the visit, delegation members held talks with potential partners and customers on the issue of joint production in the Tyumen region, presented the necessary presentation materials, established working contacts.

Negotiations were held in the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan on the issue of attracting the opportunities of Tyumen universities to implement educational projects in the republic (opening branches, double degree programs, etc.), working contacts were established.

In order to promote the products and services of Tyumen companies, establish partnerships and cooperation between Uzbek and Tyumen enterprises, meetings were held with representatives of the regional administration of Tashkent region, the business community, negotiations were held with the Deputy Trade Representative of the Russian Federation in the Republic of Uzbekistan D.G. Dynnikov.
