Cooperation with UK

According to the Ural Customs Administration of the FCS of Russia, the foreign trade turnover of the Tyumen region with the UK for 12 months (January-December) of 2019 amounted to 176,621.12 thousand US dollars, of which export amounted to 165861.11 thousand US dollars, import - 10760, 01 thousand US dollars.

For reference: According to the Ural Customs Administration of the Federal Customs Service of Russia, the foreign trade turnover of the Tyumen region with Great Britain for 12 months (January-December) 2018 amounted to 342,744.21 thousand US dollars, of which export amounted to 327,253.29 thousand dollars, import - 15,490 , 92 thousand US dollars.

The predominant commodity groups in the structure of exports to the United Kingdom are: 27 group of foreign trade activities “Mineral fuels, oil and products of its distillation, bituminous substances, mineral waxes”, 29 group of foreign trade activities “Organic chemical compounds”. One-time deliveries are made for 84 groups of foreign trade activities “Boilers, equipment and mechanical devices”, 44 groups of foreign trade activities “Wood and wood products, glued plywood”.

The main share in the import structure falls on 01 “Live animals”, 72 TN VED “Ferrous metals and products from them”, 73 TN VED “Pipes, tubes, hollow sections made of ferrous metals”, 84 group TN VED “Boilers, equipment and mechanical devices ”, 85 group of foreign trade activities“ Electric motors and generators ”, as well as one-time deliveries of a number of other product groups - cosmetics, detergents, alcoholic and non-alcoholic drinks and other goods.

About international contacts

In the south of the Tyumen region, a number of enterprises and institutions with the participation of British capital are registered and operate, including the service company AGGRECO-Eurasia and the non-profit organization NOU secondary school Cet.-Int, which teaches foreign students working under the programs of the British School in foreign organizations and enterprises, as well as teaching English to Tyumen children, students, adults of the Tyumen region.

On June 24, 1993, the Protocol of Cooperation was signed between the Tyumen region and the Scottish province of Grampian. In the framework of the protocol, two work programs were carried out in the 1990s, the main areas of cooperation of which are training of specialists in the field of the fuel and energy complex, and education.

In December 2001, a presentation was made of the investment potential of the Tyumen region for British business as part of a trip of a delegation of Ural Federal District leaders to London.

The presentation presented the priority investment projects of the region: Tobolsk-Neftekhim, Sibur-Tyumen for the production of methanol and methyl tert-butyl ether, the project for the creation of iodine-bromine production (TOBBI plant), the infrastructure development project of the Uvat group of fields, investment projects of enterprises DOK Krasny Oktyabr, Tyumen Plywood Mill and projects of food industry enterprises (Tyumen Bakery, Tyumen Fish Plant and others).

In 2004, the Tyumen region was included in the consular district of the British Consulate General in the city of Yekaterinburg, which made it possible to create good prerequisites for the development of not only trade and economic, but also investment cooperation with the UK.

On February 19-20, 2007, the 2nd Secretary for Economic Affairs of the British Embassy in the Russian Federation, Patrick Hoggy, paid a visit to study the current political and economic situation in the region. During the visit, meetings were held at the Tyumen Oil and Gas University, a branch of TNK-BP Siberia in Tyumen.

On March 20-21, 2007, presentations were held in Moscow on the investment potential of the Tyumen region.

The delegation of the Tyumen region, headed by the deputy governor of the region A.V. Moorom made presentations on the investment potential of the region, including at the British Embassy in the Russian Federation. As part of this presentation, negotiations were held with representatives of the British Embassy and business community. During a business breakfast, the deputy governor of the Tyumen region, Alexander Moor, spoke about the main investment projects that are being implemented in the region. The meeting was attended by representatives of companies already having experience in implementing investment projects in the field - Schlumberger, KSA Deutag, as well as TENKOM LLC.

On April 9-11, 2008, the Consul General of Great Britain in Yekaterinburg, Jenny Locke, visited Tyumen.

On June 30 - July 2, 2008, the Ambassador of Great Britain to the Russian Federation, Anthony Brenton, visited Tyumen.

On October 21-22, 2008, a visit of the British business delegation to Tyumen took place, within the framework of which the Russian-British business forum was held. The forum participants included representatives of the following companies: TENSAR INTERNATIONAL, PREMIER COATINGS LTD, ABERDIN SCHOOL OF DRILLING, RUBBERATKINS LTD, PSN WORID, Scottish Economic Development Agency and many others.

On February 14, 2010, Tyumen Region, the city of Tyumen, was visited by the British Ambassador to the Russian Federation, Ms. Ann Pringle, accompanied by the British Consul General in Yekaterinburg, Ms. Jenny Locke, in order to develop trade and economic cooperation between the official and business circles of the UK and our region.

On March 16-17, 2011, the visit of the British Consul General in Yekaterinburg, Mr. James McGuire, to Tyumen, the Tyumen Region. The Consul General of Great Britain met with the Deputy Governor of the Tyumen Region O.V. Zaruboy, visited the enterprises of the city of Tyumen: Partikom Management Company LLC, Ugrafarm OJSC, Partner Invest LLC, took part in the open door day of CET International, an elementary school.

Deputy Governor of the Tyumen Region O.V. Zaruba expressed confidence that this visit will give impetus to the development of relations between Russian and British companies. From the point of view of the Deputy Governor of the Tyumen region, good prospects besides the oil industry may be in the development of the production of geophysical equipment, in pharmaceuticals, education and other fields.

On March 15, 2012, a delegation of the British Consulate General in Yekaterinburg headed by Vice Consul Alec Renny paid a working visit to Tyumen.

The purpose of the visit is to discuss the prospects for cooperation between the UK and the Tyumen region, as well as a range of issues on the organization of the trade and economic mission of British enterprises in the Tyumen region in June 2012. In addition, one of the main issues discussed was the holding of events in June 2012 to mark the birthday of Her Majesty Queen of Great Britain Elizabeth II. All of the above issues were discussed at a meeting with the Deputy Governor of the Tyumen region Vladimir Vladimirovich Mazur.

On June 21, 2012, a visit of the British delegation led by Deputy Head of the British Embassy in Russia Denis Kif took place. The delegation includes the British Consul General in Yekaterinburg, James McGuire, as well as British enterprises. Within the framework of the visit, the Exchange of contacts “Prospects for cooperation between the Tyumen region and the UK” was held, during which enterprises of the Tyumen region and the UK discussed possible areas for cooperation. In addition, a reception was held to celebrate the birthday of Queen Elizabeth II of Great Britain.

February 18, 2015 as part of the II Tyumen Investment Forum “Investments. Industrialization. Regions. Breakthrough Logic ”, Tyumen was visited by Julie Mine, representative of the British Consulate General in Yekaterinburg and became a member of the roundtable“ Interaction with Foreign Investors: New Opportunities for Cooperation and Risks in the Current Economic Conditions ”. The round table discussed current economic problems and prospects for further cooperation. During the visit, a meeting was held with the Deputy Governor, Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region V.M. Shumkov.

March 4, 2016 - the participation of the delegation of the British Consulate General in Yekaterinburg in the III Tyumen Investment Forum, which was held in Tyumen. Representatives of the Consulate General of Great Britain took part in the Round Table on the topic: “Interaction with foreign investors: new opportunities for cooperation and risks in the current economic conditions.” The British delegation noted the high investment potential of the Tyumen region

On April 21, 2016, a meeting of the Deputy Governor V.M. Shumkova with a British delegation led by adviser-envoy of the British Embassy in the Russian Federation (Moscow) Jonathan Brenton. During the meeting, Deputy Governor V.M. Shumkov said that more than twenty major investment projects are currently being implemented in the Tyumen region. Advisor and Envoy of the British Embassy in the Russian Federation, Jonathan Brenton, noted the interest that British business shows in the Tyumen region, the result of interest was this trip of the British delegation. Jonathan Brenton noted that during the two days of the delegation’s official trip to the region, he felt a good business climate in the Tyumen region and noted that they think here not only about oil and gas, but also about the development of technology.

On February 16, 2017, the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Region, together with the Consulate General of Great Britain in Yekaterinburg, held a presentation of the economic and investment potential of the Tyumen Region for UK companies and institutions in a webinar format.

On March 13-14, 2017, the Consul General of Great Britain in Yekaterinburg Martin Fenner paid a visit to the Tyumen Region. During the visit, the Consul General visited large regional industrial enterprises, took part in meetings with heads of executive authorities of the region and at Tyumen State University. The British Consul General visited the Family Social Assistance Center "Tyumen" in Tyumen, got acquainted with the work of the center, the living conditions of people who are in difficult life situations and need help. The Consul General praised the level of equipment of the center, the quantity and quality of the services provided.

Within the framework of the visit, a meeting was held with the Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region L.S. Ostroumov, who noted as a positive example, the expansion of business activity in the Tyumen region of the company AGGRECO Eurasia. Representatives of the management of “AGGRECO-Eurasia” visited the Tyumen region for the first time on April 12, 2016. In January 2017, AGGRECO company was registered in the Tyumen region and began active work.

Summing up the meeting, British Consul General M. Fenner made the following suggestions:

- to hold in 2018 the birthday of Her Majesty Queen Elizabeth II in the Tyumen Region, Tyumen;

- organize a visit of the British Ambassador to the Tyumen region in 2018-2019;

-to bring a business delegation of British entrepreneurs to the Tyumen region, the city of Tyumen, hold an Exchange of contacts and negotiations of the Tyumen and British business in 2018-2019.

The British Consul General Martin Fenner met with the General Director of the Management Company Industrial Parks of the Tyumen Region A.G. Sanosyan, who presented the Consul General of the site of the Industrial Park in the village of Borovsky and the village of Bogandinsky, Tyumen Region.

On the initiative of the British side, a meeting was held with the director of Farmsintez-Tyumen LLC A.V. Bezenkov. The Consul General of Great Britain showed interest in the company's products, nomenclature, volumes, as well as plans to increase the range and volumes of products in 2018-2020. The Consul General proposed A.V. Bezenkov to arrange a meeting with large British pharmaceutical companies in Moscow with the assistance of the British Embassy and Trade Representation in the Russian Federation in 2017.

On April 26, 2017, a working meeting was held at the Representative Office of the Government of the Tyumen Region (Moscow) with representatives of the Embassies of Austria, Hungary, China, the United States, including representatives of the British Embassy in Russia.

On May 24, 2017, the “Exporter's Day” was held, within the framework of which the Roundtable “Business in modern conditions: the opinion of foreign experts” was successfully held. At the round table, Tyumen entrepreneurs met with representatives of diplomatic missions and the business community, including the delegation of the British Consulate General in Yekaterinburg led by Consul General Martin Fenner.

On October 16-17, 2019, Tyumen Oblast, the city of Tyumen, was visited by Richard Dwell, Consul General of Great Britain and Northern Ireland in Yekaterinburg. The purpose of the visit is to expand foreign economic and humanitarian cooperation with the Tyumen region, to get acquainted with the leadership of the region and the administration of the city of Tyumen.

The Consul General of Great Britain and Northern Ireland met with the Director of the Department of Investment Policy and State Support for Entrepreneurship Leonid Ostroumov. During the meetings, issues of interaction in the economy were discussed, including the investment and industrial potential of the region, scientific, educational and cultural projects, as well as preparations for the 2019 Export Forum.

The Consul General also announced the possibility of a visit to the Tyumen region during 2020 by British entrepreneurs, as well as a musical group from the UK for charity concerts.

At the Tyumen State University, the Consul General with great interest familiarized himself with the numerous educational programs in which students, graduate students and university professors participate and presented the Chevening program, which provides Tyumen English-speaking applicants with the opportunity to study at any UK university choice with scholarships from the British side for a period of one academic year.

Richard Dewell proposed in 2020 to organize a meeting of the “Science Cafe” on the basis of TSU, a meeting of scientists from Russia, the Tyumen region and the UK to discuss a previously agreed upon relevant scientific topic.

Cooperation of the Tyumen region with the United Kingdom in the field of education

The cooperation of the Tyumen region and the UK and in the field of education is developing on an ongoing basis.

On January 31, 2007, the presentation of the Cet.-Int branch of the British International School, a non-profit educational institution of the British educational system , took place in Tyumen.

The Tyumen University of Architecture and Civil Engineering has long and actively collaborated with British educational institutions . In 1996, an agreement was signed with a private English school in Folkstone (Great Britain) for the language training of students and faculty of the Academy. 10 university students were sent to teach English in this school.

In 1998, a contract was signed with the Grove House international linguistic center (London, UK) on the provision of services for organizing English language training, conducting international scientific, practical and business conferences, seminars, and round tables.

June 23, 2008 Tyumen State University awarded diplomas to the first graduate of business administration in the history of our region. For two years, 24 business representatives of the Tyumen Region were engaged in a joint program of the leading university of the region and the University of Wolverhampton (Great Britain).
