Cooperation with Luxembourg
According to the Ural Customs Administration, in 2019, the foreign trade turnover of the Tyumen region with the Grand Duchy of Luxembourg amounted to 476.61 thousand US dollars , which is import, export was not carried out.
For reference: in 2018, the foreign trade turnover of the Tyumen region with Luxembourg amounted to 1,088.91 thousand US dollars, export was not carried out.
The predominant product groups in the import structure are: 39 group of foreign trade activities “Polymers of propylene”, 85 group of foreign trade activities “Parts of accumulators, separators”.
Chronology of visits
In April 2006, the Luxembourg Economic Mission was in Moscow under the patronage of His Royal Highness, Grand Crown Duke of Luxembourg, Prince Guillaume. The Advisor to the Governor of the Tyumen Region on a voluntary basis, Kvasov Vladislav Viktorovich, was invited to participate in this mission by the Embassy of the Grand Duchy of Luxembourg, who accepted the invitation, participated in the mission, had a personal conversation with His Royal Highness, Grand Duke of Luxembourg, Prince Guillaume. On this mission Kvasov V.V. conveyed the invitation of the Governor of the Tyumen region Yakushev V.V. Ambassador of the Grand Duchy of Luxembourg to the Russian Federation to visit the Tyumen region.
In the fall of 2006, the Ambassador Extraordinary and Plenipotentiary of the Grand Duchy Carlo Krieger paid a visit to the Tyumen Region. The governor of the region Vladimir Yakushev received an invitation to visit the Grand Duchy of Luxembourg. Luxembourg is primarily interested in the Tyumen region as a major stock and investment center in Western Europe.
In November 2006, a three-day visit of the delegation of the Tyumen region to the Grand Duchy of Luxembourg took place to participate in the presentation of Russian regions. Head of the Tyumen delegation, Deputy Governor of the region A.V. Moor met with the Grand Duke of Luxembourg - Henri. The Chamber of Commerce and Industry of Luxembourg hosted a presentation of the economic and investment potential of the Tyumen region. Projects were presented in the field of engineering, woodworking, agribusiness, light industry, construction of hotels and logistics centers, glass production. Luxembourg Minister of Economics Jeannot Kreke and Vice President of the Chamber of Commerce of Luxembourg Robert Denneveld praised the economic and investment potential of the Tyumen region.
On December 2-4, 2009, the Extraordinary and Plenipotentiary Ambassador of the Grand Duchy of Luxembourg to the Russian Federation, Gaston Stronka , paid a visit to the Tyumen Region. An official meeting with the Governor of the Tyumen Region V.V. Yakushev was held as part of the visit. During the meeting, the Governor listed a number of important areas, highlighting cooperation in the field of higher education, discussed mutual exchange programs - an important area focused on youth and students.
In addition to official meetings in the Government of the Tyumen Region and the Administration of the city of Tyumen, Gaston Stronk visited the West Siberian Oil and Gas Innovation Center and got acquainted with the work of the business incubator.
Mr. Stronk visited the Tyumen branch of Promsvyazbank OJSC, got acquainted with the bank’s activities in the Tyumen region and the Russian Federation. During the visit, business negotiations between the Ambassador of Luxembourg and the director of the Tyumen branch of Promsvyazbank OJSC Kvasov Vladislav Viktorovich took place.
Of great interest was the lecture of Mr. Ambassador, read in English. Students of the International Institute of Management and Business Finance of the Tyumen State University listened to a lecture on the topic: “Luxembourg is a European financial center”, which contained information on financial and investment opportunities for legal entities and individuals, about the peculiarities of Luxembourg legislation, about the experience of the state apparatus on the principle of “ single window.
September 14, 2010Luxembourg Day was held in Tyumen. The Embassy of the Grand Duchy of Luxembourg in the Russian Federation together with Allen & Overy Luxembourg and BGL BNP Paribas held a conference in Tyumen on financial instruments and structures of Luxembourg organized on the occasion of Luxembourg Day in Tyumen. During a speech at the conference, Gaston Stronk said that cooperation between Russian and Luxembourg companies is easy to establish, since there are no serious differences in jurisprudence between the two states. Luxembourg has many EU organizations. Thanks to favorable conditions and an offshore zone, the capital has about 1000 investment funds and more than 200 banks - more than in any other city in the world. The basis of the economy is the developed services sector, including in the financial field.Representatives of Allen & Overy Law Firm Nicolas Fermo and BGL BNP Paribas Senior Vice President David Hoffmann also made presentations at the conference.
Within the framework of the Luxembourg Day in the city of Tyumen, a delegation of the Grand Duchy of Luxembourg, led by Ambassador Extraordinary and Plenipotentiary of the Grand Duchy of Luxembourg to the Russian Federation, Gaston Stronk, visited. During the visit, an official meeting was held with the Governor of the Tyumen region V.V. Yakushev. One of the main topics was the development of inter-university relations and student exchange. The meeting also addressed the issues of investing in small businesses. As Mr. Ambassador noted, his country could be a good launching pad for ambitious entrepreneurs: “Luxembourg has capital and the ability to invest, that is, help move forward.”
Enterprises of the Tyumen region cooperate with companies of the Grand Duchy of Luxembourg. Since 2011, TyumenProm-Montazh has been an official building partner of the Luxembourg company Lindab, a leading European manufacturer of fully-finished steel, prefabricated buildings for industrial and commercial use.
On July 5, 2012, TyumenPromMontazh LLC and DYNAenergetics signed an agreement on the construction of a plant for the production of perforation systems and equipment for them in oil and gas fields (Bukhtal, Nizhnyavtinsky District). For the construction of the plant, TyumenPromMontazh LLC uses Lindab products and solutions.
On April 8-9, 2013, the Tyumen region was visited by a delegation of Luxembourg led by Pierre Ferring, Ambassador Extraordinary and Plenipotentiary of the Grand Duchy of Luxembourg to the Russian Federation.
Representatives of the international LindabBuildings Group of Companies visited the Tyumenstalmost enterprise, which manufactures metal structures for railway, road, pedestrian and combined bridges.
The leaders of the international company GUARDIAN, headed by Janos Etude, CEO of GuardianStekloServices, visited Steklotekh LLC, the largest glass container factory in the Urals Federal District.
The Luxembourg delegation visited the Chamber of Commerce and Industry of the Tyumen Region. The President of the CCI TO Eduard Abdullin noted that the Tyumen enterprises are ready for training and obtaining advanced technological experience in Europe. To date, the establishment of new partnerships, not even with a single country, but with representatives of European business, is what is necessary for the Government of the Tyumen region, the CCI and entrepreneurship. ”
Regional Director of the Tyumen Operational Office of Promsvyazbank OJSC, Advisor to the Governor of the Tyumen Region on a voluntary basis, Vladislav Viktorovich Kvasov, received guests at the bank's office, where they discussed promising areas for further development of partnerships. It should be noted that the visit of the delegation of the Grand Duchy of Luxembourg to the Tyumen region was initiated by V.V. Kvasova.
A meeting was also held with the Governor of the Tyumen Region Vladimir Vladimirovich Yakushev. The head of the region spoke about the conditions created for investors in the Tyumen region, outlined promising areas for the development of partnerships.
Mr. Ambassador noted that his visit was a continuation of the work on establishing close relations between Luxembourg and the Tyumen region, which has been ongoing for more than a year. The Tyumen region and Luxembourg could develop mutually beneficial relations in the field of glass industry, mechanical engineering, energy conservation, information technology, medicine, education and culture. The creation of a joint venture for the production of complete steel buildings for industrial and commercial purposes will be beneficial for the economies of the two countries.
On May 10, 2016, the Ambassador of Luxembourg in Moscow, Pierre Ferring, handed over to the Managing Director of Business Development in the Urals Federal District PJSC Promsvyazbank, Advisor to the Governor of the Tyumen Region (on a voluntary basis) Vladislav Kvasov, the decree of the Minister of Foreign and European Affairs of Luxembourg, Jean Asselborn, on his appointment as Advisor to the Great Duchy of Luxembourg for foreign trade in the Tyumen region.
This is how V. Kvasov’s more than ten-year social activity on the development of cooperation between Russia and Luxembourg was appreciated. The Institute of Advisers on the Development of Foreign Trade of Luxembourg has 22 people, in the Russian Federation this is the first appointment.
On March 26-28, 2018, representatives of Luxembourg companies visited the delegation of the Belgian-Luxembourg Chamber of Commerce. The delegation was led by the First Vice-President of the Belgian-Luxembourg Chamber of Commerce in Russia, Senior Vice President of Schneider Electric, President of the company in Russia and the CIS Johan Vanderplaetse, General Director, Head of the Belgian-Luxembourg Chamber of Commerce in Russia Oleg Prozorov. The delegation also included: Customs Advisor to the Embassy of the Kingdom of Belgium Robin Machils, Trade Representative of the Embassy of the Kingdom of Belgium Gerard Segers, Heads of leading companies in Belgium and Luxembourg (ACCUMALUX GROUP, By-Cast NV, Solvay, Astron).
The main purpose of the visit: getting to know the investment opportunities and economic achievements of the Tyumen region, strengthening trade and economic ties.
At an official meeting with Deputy Governor of the Tyumen Region V.M. Shumkov held a discussion of promising projects and plans for trade and economic cooperation between enterprises of the Tyumen region, Belgium, Luxembourg, as well as the possibility of attracting European investment in existing projects of the Tyumen region.
A cooperation agreement was signed between the Union of the Chamber of Commerce and Industry of the Tyumen Region and the Belgian-Luxembourg Chamber of Commerce in Russia.
Within the framework of the visit, a meeting of the delegation of the Belgian-Luxembourg Chamber with the Director of the Department of Health of the Tyumen Region I. B. Kulikova, with the leadership of GAUZ TO “MKMC“ Medical City ”, visiting such facilities of the Medical City as the Radiological Center, Design Bureau No. 1, MSC“ Oilman.
At the round table “Prospects for cooperation between Tyumen and European companies”, which was held at the West Siberian Innovation Center on March 27, 2018, enterprises of the Tyumen region discussed promising areas of bilateral cooperation with representatives of Belgian and Luxembourg companies.
In accordance with the program of the visit, delegation representatives visited the Chamber of Commerce and Industry of the Tyumen Region, examined the sites of industrial parks of the Tyumen Region, and visited the Antipinsky Oil Refinery.
Based on the results of the meetings, agreements were reached on strengthening trade and economic cooperation, further cooperation on the implementation of projects in the production, innovation, and educational fields.
As part of the cultural program for the delegation, an excursion to the multimedia historical park “Russia - My History” was organized, as well as a sightseeing tour of the city of Tyumen.
On March 12-13, 2019, the General Director of the New Bridge holding, the representative of the financial holding FLBS (Luxembourg) Nissen Philippe , paid a visit to the Tyumen Region. The delegation also included the director of business development of the A + Development group, Doshoyan Ernest Konstantinovich. The purpose of the visit: acquaintance with the investment and industrial potential of the region, determining the feasibility of implementing a large-scale logistics project in the Tyumen region, meeting with officials.
In accordance with the program of the stay, the delegation participants held a series of meetings with the leadership of the Tyumen Region Investment Agency Fund, O. Romanes, General Director of the Tyumen Region Infrastructure Development Agency JSC, Foreign Trade Advisor to the Grand Duchy of Luxembourg in the Tyumen Region, Managing Director Business Development PJSC Promsvyazbank V.V. Kvasov.
The meetings discussed prospects for cooperation, conditions for the sale of enterprises at industrial park sites, and measures to support business in the region. Representatives of the delegation visited the Antipinsky industrial center, examined private investment sites, as well as industrial park sites: Borovsky, Bagandinsky, DSK-500.
At the end of the visit, a meeting was held with the Deputy Governor of the Tyumen Region V.M. Vakhrin.
At an official meeting with F. Nissen, Deputy Governor of the Tyumen Region V.M. Vakhrin spoke about the successes of the Tyumen region in the development of the economy, the projects implemented in the region, the forms of support for the Tyumen business, investment proposals, confirmed the interest on the part of the region’s management in logistics projects, and outlined the prospects for cooperation in their creation.
According to the participants of the visit, the region has good opportunities for creating a large multimodal logistics project. F. Nissen suggested making preliminary calculations for the project. In case of confirmation of the interest of the Government of the Tyumen region, A + Development will begin to jointly develop a roadmap for the project.
Planned activities within the framework of the agreements reached are further cooperation on the development and localization of a large multimodal logistics project in the Tyumen region.
