Cooperation with the Republic of Kazakhstan

The Tyumen region and the Republic of Kazakhstan have long-standing good neighborly relations.

The Convention on the Cross-Border Cooperation of the CIS Member States, signed on October 10, 2008, contributes to the strengthening of international relations of the Tyumen region with Kazakhstan, the development of integration within the Commonwealth.

Kazakhstan is traditionally one of the main foreign trade partners of the Tyumen region. According to the Ural Customs Administration, mutual trade between the Tyumen region and the Republic of Kazakhstan for 2019 (January-December) is 64 916thousand US dollars (export - 53 090 thousand US dollars, import - 11 826 thousand US dollars,) .

For reference: in 2018, trade amounted to 101 979.72 thousand US dollars, of which export - 81 869.66 thousand US dollars, import - 20 110.06 thousand US dollars.

Areas of the most active cooperation of the Tyumen region with the Republic of Kazakhstan: trade, economic, agro-industrial complex, joint events are also held in the field of health, education and culture.

International contacts are carried out on a regular basis: mutual visits of official and business delegations, participation in economic and cultural events.

Significant events 2018-2019:

On April 3-5 3-5, the delegation of the Pavlodar region of the Republic of Kazakhstan headed by the akim of the Pavlodar region B.Zh. Bakauov. B.Zh. Bakauov is the Chairman of the Assembly of the People of Kazakhstan of the Pavlodar region. The delegation also included the head of the secretariat of the Assembly of the People of Kazakhstan Zhetpysbaev Seisembay Kalizhanovich.

At an official meeting with the Governor of the Tyumen region V.V. Yakushev discussed promising projects and plans for trade and economic cooperation between enterprises of the Tyumen and Pavlodar regions, interaction in the field of healthcare, science, education, culture. During the meeting, agreements were reached on signing a cooperation agreement at the next Russian-Kazakhstan forum in November 2018 in Petropavlovsk, the Republic of Kazakhstan.

Based on the results of the meetings, agreements were reached to strengthen trade, economic and humanitarian cooperation, promising areas for cooperation were identified: the agro-industrial complex and the food industry, logistics and trade, information technology. The potential for expanding collaboration in healthcare, science and education is identified. In the Tyumen region, a number of inter-university educational projects are being implemented at the international level, and sanatorium-resort, medical and sports tourism are actively developing.

During the visit, representatives of the Pavlodar region visited the enterprises of the Tyumen region, business support institutions and investors, got acquainted with the work of state authorities.

On May 29, 2018, Kazakhstani representatives interested in delivering Tyumen products to the Republic of Kazakhstan took part in the forum “Entrepreneur's Day - 2018. We sell Tyumen!”.

On July 21-24, 2018, a business mission to Astana of the Republic of Kazakhstan took place. The delegation of the Tyumen region consisted of seven enterprises producing food, alcohol, children's goods and medical products.

Over a four-day trip organized by the Chamber of Commerce and the Export Support Center, the companies presented their products and established direct contacts with large retail chains in Kazakhstan.

During the negotiations, agreements were reached on further partnership and distribution, ”they established cooperation with retail chains in Kazakhstan: Traffic lights (has more than 20 outlets throughout the state), supermarket chains Astykzhan, SPTrade LLP, IstokFood TORG LLP and others. Also, Tyumen companies visited the large federal network of MagnymCash & Carry LLP.

On July 31-August 1, 2018, a business delegation of the North Kazakhstan region of the Republic of Kazakhstan headed by the director of the Chamber of Entrepreneurs of the North Kazakhstan Region D.K. Kaliev. For the delegation, meetings were organized with the leadership of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region, the General Directorate of Construction of the Tyumen Region, the Chamber of Commerce and Industry of the Tyumen Region, as well as a sightseeing tour of the industrial zone, a visit to the Atyrau Refinery. The "Exchange of contacts of Tyumen and Kazakhstan companies" was held in the Tyumen Technopark, entrepreneurs discussed the prospects of cooperation in the field of construction, tourism, food industry and agribusiness.

On August 27-29, 2018, a delegation of businessmen from different cities of the Republic of Kazakhstan visited the Tyumen region. It included about 20 enterprises - manufacturers of electrical and medical equipment, food products of Kazakhstan, interested in partnership.

Within the framework of the visit, a visit to large industrial enterprises of the region took place: Antipinsky Oil Refinery, UMMC-Steel, GMS Neftemash, and the delegation also visited industrial parks and retail outlets of the city.

The exchange of contacts of Tyumen and Kazakhstan entrepreneurs was also organized by the Chamber of Commerce and Industry of the Tyumen Region, the Ministry of Investment and Development of the Republic of Kazakhstan, the National Chamber of Entrepreneurs of the Republic of Kazakhstan Atameken and the Foreign Trade Chamber of Kazakhstan. More than 40 Tyumen companies were able to meet with representatives of Kazakhstani enterprises and discuss business interaction issues.

September 3-5, 2018, the Tyumen region presented its potential at the international interior and construction exhibition KazBuild-2018, which was held in Almaty, the Republic of Kazakhstan.

At the collective stand of the region were presented the products of SibStroy-Ecology, Aquamin-Technologies, Ideal Facade, Monolith, STO Facades and Interiors, Aquakom 72, SibTopProm and Vertical. The product range is waterproofing materials, polymer-composite products, facing stone, facade decor, plumbing made of natural marble, etc.

The delegation included representatives from the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region. During the exhibition, negotiations were held with manufacturing companies from Kazakhstan, China, Turkey, Germany, Poland and Italy regarding the location of production in the Tyumen region. The investment potential of the region aroused interest among many companies participating in the exhibition.

Trade Representative of the Russian Federation in the Republic of Kazakhstan, Alexander Viktorovich Yakovlev, visited the stand of the Tyumen region. He praised the competitive advantages of the products of Tyumen enterprises, and also noted the traditionally high activity of the region with participation in international exhibitions.

On September 18-22, 2018, the consul of the Republic of Kazakhstan in Omsk, Zhusupbekov Konysbek Argyngazinovich, visited the Tyumen region. The main purpose of the visit: expanding official and business contacts of diplomatic representatives of foreign countries with state authorities of the Tyumen region, getting acquainted with the Governor of the Tyumen region, participating in the IX Tyumen oil and gas forum.

During the visit, the consul took part in the events of the Tyumen Oil and Gas Forum: viewing the exhibition exposition, plenary session of the forum, the international section "International Cooperation in the Oil and Gas Sector", and also made a report. On the same day, an extended meeting was held with the Governor of the Tyumen Region A.V. Moor. Possible areas for further cooperation with the region were identified, including in the area of expanding mutual trade and cultural and humanitarian cooperation.

On October 31 - November 2, 2018 in Almaty, the Republic of Kazakhstan, the delegation of the Tyumen region took part in the KazUpack Kazachstan International Exhibition "Packaging, Packaging, Labels and Printing" and in the 21st Central Asian international exhibition "Food Industry" WorldFood 2018. The visit took place in order to expand trade, economic and investment cooperation between the Tyumen region and the regions of Kazakhstan, promoting the goods of Tyumen manufacturers.

November 8-9, 2018 the Tyumen delegation led by the Governor of the Tyumen region A.V. Moorom took part in the XV Forum of the inter-regional cooperation of Kazakhstan and Russia on the topic “New approaches and trends in the development of tourism of Kazakhstan and Russia”, which was held in Petropavlovsk, North Kazakhstan region of the Republic of Kazakhstan with the participation of the heads of two states.

The delegation included representatives of the executive bodies of state power of the Tyumen region, GAU TO "Agency for Tourism and Promotion of the Tyumen Region", ANO "Center for the Development of Medical Tourism", heads of travel companies "Continent" and "Globe-Tours", the National and Cultural Autonomy of Kazakhs of Tyumen of the region, a total of 27 people worked in the delegation.

The governor of the Tyumen region took part in the plenary meeting of the forum with the participation of heads of state, as well as in the signing of bilateral documents. On November 9, 2018, cooperation agreements between the Government of the Tyumen region and the Akimat of the North Kazakhstan region, between the Government of the Tyumen region and the Akimat of the Pavlodar region were signed on the sidelines of the forum.

On November 28-30, 2018, a business mission of Tyumen enterprises in the city of Atyrau of the Republic of Kazakhstan was held with the goal of expanding the trade and economic with the Atyrau region, promoting the goods and services of Tyumen oil and gas and oil and gas service companies on the Kazakhstan market. April 18-21, 2019 at the Institute of Architecture and Design of the Tyumen Industrial University (TIU) the XVIII International Youth Architectural and Art Festival Golden Arch Idea-2019 was held. The participants included schoolchildren and students of the Republic of Kazakhstan.

On June 19-21, 2019, in the Republic of Kazakhstan, a delegation of the Tyumen region took part in a meeting of the working group on r. Yesil (Ishim) of the Russian-Kazakhstan Commission for the joint use and protection of transboundary water bodies.

August 27 - 30, 2019 A business mission of the Tyumen region to the Republic of Kazakhstan, Nur-Sultan was held in order to expand trade, economic and investment cooperation, promote the export of goods of Tyumen producers. The delegation included the Head of the Export Support Center of the Tyumen region S.V. Polukhin, representatives of industrial enterprises of the Tyumen region: Tyumen Aerosols LLC (production of aerosol products), Tyumen Engineering Plant CJSC (clutch discs for trucks and cars), Inoma LLC (manufacturer of sorbents for collecting oil and fuels and lubricants), Siberian Healer LLC (producer of branded fir oil). The business mission was headed by the Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region L.S. Wits.

As part of the visit, the opening of a permanent exhibition of goods of Tyumen manufacturers was held (with organizational and financial support from the Government of the Tyumen Region and the regional Export Support Center). During the opening, a presentation was made of the export and investment potential of the Tyumen region, as well as business negotiations between enterprises of the city of Nur-Sultan and the Tyumen region. Tyumen entrepreneurs demonstrated samples of their products to the participants of the official opening.

Negotiations with an employee of the Trade Representation of the Russian Federation in the Republic of Kazakhstan were held with a view to promoting the products of Tyumen companies and informing a wide circle of the business community about the opening of an exposition of the Tyumen region.

Following the results of a business mission to the Republic of Kazakhstan, Tyumen entrepreneurs are currently negotiating the organization of export deliveries of their products to Kazakhstan.

On September 4-6, 2019, in order to promote the products of Tyumen companies to the wounds of Kazakhstan, Tyumen companies - manufacturers of building materials took part in the International Construction and Interior Exhibition KazBuild-2019, which was held in Almaty, Republic of Kazakhstan. At the exhibition stand of the Tyumen region, enterprises (LLC PF ARS-Prom, LLC Orion, LLC ProfModul and LLC K-Systems Group) presented samples of their products and held a series of business negotiations with potential buyers.

In order to strengthen the export potential of the region, on September 5, 2019 in Almaty , the second permanent exhibition of goods of Tyumen manufacturers in Kazakhstan was opened . The exposition is open with organizational and financial support from the Government of the Tyumen region and the regional Export Support Center. As part of the opening of the exposition for the Kazakhstani side, a presentation of the export and investment potential of the Tyumen region was held, as well as business negotiations between enterprises in Almaty and the Tyumen region.

A meeting was also held with representatives of the Entrepreneurship Development Fund “DAMU”, during which they discussed the exchange of experience in providing government support for business and supporting investment projects, the presentation of trade, economic and investment potential of the Tyumen region, and discussion of prospects for bilateral cooperation.

Following the visit, Tyumen entrepreneurs are negotiating within the framework of established contacts on the conclusion of export contracts.

November 6-7, 2019 the delegation of the Tyumen region, headed by the Governor of the Tyumen region A.V. Moor took part in the XVI Forum of interregional cooperation between Russia and Kazakhstan with the participation of the heads of state on the topic "Actual issues of development of cross-border cooperation." In this forum, the Tyumen region takes part annually.

December 3-4, 2019, a reverse business mission of Kazakhstani entrepreneurs to the Tyumen region took place. Representatives of the Republic of Kazakhstan took part in the Tyumen Oil and Gas Forum. In order to strengthen the region’s export potential and develop trade and economic relations, a Contact Exchange and B2B negotiations between the Tyumen and Kazakhstan business communities were organized.

On December 2-4, 2019, the Advisor to the Trade Representation of the Republic of Kazakhstan in the Russian Federation Peskov Oleg Anatolyevich visited the Tyumen region.

He took part in the Tyumen Export Forum, delivered a report on “Prospects for trade and economic cooperation between the Tyumen Region and the Republic of Kazakhstan” at the plenary session “Entering the EAEU Markets - Regional Export Growth Zones”.

During a working meeting with the Deputy Governor of the Tyumen Region A.V. Panteleev discussed the prospects of cooperation between the Tyumen region and the Republic of Kazakhstan in the trade and economic sphere.

The Trade Representative’s adviser visited the Yug wholesale distribution center on the import of products of Kazakhstani producers to the Tyumen region, visited the Alkor factory for the production of automotive starter batteries, the Chamber of Commerce and Industry of the Tyumen Region. ”

Agreement

Six cooperation agreements have been concluded between the Tyumen region and the regions of the Republic of Kazakhstan, of which 3 are inter-regional and 3 are inter-municipal.

Interregional Agreements

1. Agreement between the Government of the Tyumen region (Russian Federation) and the Akimat of the North Kazakhstan region (Republic of Kazakhstan) on cooperation in the trade, economic, scientific, technical and socio-cultural spheres (concluded on November 9, 2018);

Inter-municipal agreements

4. Memorandum of cooperation and partnership between the Administration of the city of Yalutorovsk of the Tyumen region of the Russian Federation and the Akimat of the city of Petropavlovsk, North Kazakhstan region of the Republic of Kazakhstan (signed on February 17, 2015);

Cooperation under the above agreements is ongoing. Mutual visits are organized to establish and consolidate business contacts, joint events are held in the trade, economic, scientific, technical and socio-cultural spheres.

Of the large Tyumen enterprises, trade with Kazakhstan is carried out by the Welding Electrode Plant, ESAB-Tyumen LLC, Firm Zarechye LLC, Tyumensudokomplekt CJSC, Tyumen Plywood Mill LLC, Tyumen Battery Plant JSC, Yalutorovsky Meat Processing Plant JSC, Sibneftemash JSC, HMS Neftemash JSC, Steklotekh LLC, Tyumen Plant of Medical Equipment and Instruments JSC, IOF Sibnefteavtomatika, Sibzhilstroy LLC, NPO Sibburmash LLC.

Of the export-oriented small and medium-sized enterprises, Orion LLC, Tyumen Aerosols LLC, Alkor LLC, Sputnik LLC, Sibstroyecology LLC are actively cooperating with Kazakhstan.

Agriculture

An exchange of experience is being carried out in agricultural technology for cultivating grain crops using intensive technology, as well as the supply of seeds of perennial grasses from the Research Institute of Agricultural Sciences of the Northern Trans-Urals for improvement and landscaping of cities in the Republic of Kazakhstan.

In the agricultural sector, trade, economic, scientific and technical ties with the Republic of Kazakhstan are being developed by the Yalutorovsky Dairy Plant Branch of Danon Russia AO, Borovskaya Poultry Farm PJSC, GNU NIISH Northern Zauralie, KRiMM LLC, Zavodoukovsky LLC creamery ".

Ecology

An important issue of cooperation between the executive authorities of the constituent entities of the Russian Federation and neighboring states is close interaction on the exchange of information on the forest fire situation, flood situation, sanitary and epidemiological status in adjacent territories.

An updated plan for cooperation between the Department of Emergency Situations of the North Kazakhstan Region of the Committee for Emergency Situations of the Ministry of Internal Affairs of the Republic of Kazakhstan and the Main Directorate of the Ministry of Emergencies of Russia for the Tyumen Region in the event of a threat and cross-border emergency situations was signed.

The plan provides for measures for mutual notification of the Emergencies Ministry's management bodies by type of emergency, an algorithm for the actions of civil defense leaders of subjects and other officials in various situations related to transboundary emergencies, the order of information exchange between operational duty shifts, and grouping of interaction forces. The Plan reflects the issues of actions in transboundary emergencies associated with natural fires, meteorological and hydrological hazards, infectious diseases and poisoning, and extremely high environmental pollution; forces and means for liquidation of consequences of emergency are determined.

To create a joint monitoring and forecasting system for emergencies of a transboundary nature, including the remote sensing method from outer space, a Data Bank on possible emergencies in adjacent territories and border water bodies of the North Kazakhstan Region of the Republic of Kazakhstan and the Tyumen Region of the Russian Federation has been created, reflecting the possible types of transboundary emergencies, as well as the forces and means involved to eliminate them.

The main department of the Ministry of Emergencies of Russia for the Tyumen Region and the Department of Emergency Situations of the North Kazakhstan Region of the Committee for Emergency Situations of the Ministry of Internal Affairs of the Republic of Kazakhstan for the period of spring flood and forest fire period determined the necessary set of measures, including information exchange on the situation in the regions.

In order to prevent possible emergency situations during the flood period, monitoring of gauging stations along the river was carried out daily. Ishim and reservoirs of the Republic of Kazakhstan, with the subsequent preparation of a forecast for the development of potential emergencies. For detailed monitoring of the flood situation, satellite images were used from the geoinformation portal Cosmoplan EMERCOM of Russia. When working with this portal, the situation was monitored on the territory of the region and in the border areas with the Republic of Kazakhstan, special attention was paid to areas where floods were predicted and dangerous sections could be created associated with ice jams.

In addition, on the use and protection of transboundary water bodies, relations between the Russian Federation and the Republic of Kazakhstan are regulated by an intergovernmental agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the joint use and protection of transboundary water bodies (signed on September 7, 2010). Within the framework of the Agreement, a Russian-Kazakhstan Commission for the joint use and protection of transboundary water bodies has been created, which includes a working group on the Ishim (Esil) River Basin. In accordance with the powers of executive authorities, transboundary water resources are managed by the Federal Water Agency and its territorial bodies.The working group on the Ishim River Basin (Esil) from the Russian side is headed by the head of the Nizhne-Ob Basin Water Administration. The working group also includes the director of the Department of Subsoil Use and Ecology of the Tyumen Region. During the forest fire period, in the course of daily activities, the operational shift duty of the Federal State Institution “Crisis Management Center of the Main Directorate of the Ministry of Emergencies of Russia for the Tyumen Region” carried out daily fire monitoring in the region, adjacent constituent entities of the Russian Federation and the state of the Republic of Kazakhstan.

In order to timely detect natural fires, identify thermal points, take the necessary measures to localize the fire sources and prepare a development forecast for the worst-case development scenario, the work used space information from the geographic information portals “Cascade of the Ministry of Emergencies of Russia” and the information system for remote monitoring of the Federal Forestry Agency “ Rosleskhoz ".

Joint exercises are being held on the topic “Organization of joint actions in case of threat and emergence of transboundary emergencies caused by forest fires”. The governing bodies and forces of the interacting parties showed coordinated and competent actions in responding to and eliminating conditional cross-border emergencies.

Also, an agreement was signed between the Department of the Forest Complex of the Tyumen Region and the Department of Natural Resources and Environmental Management of the North Kazakhstan Region of the Republic of Kazakhstan on the organization of extinguishing forest fires that threaten the transition to forest areas in the border territories of the Tyumen Region (Russian Federation) and North- Kazakhstan region (Republic of Kazakhstan).

In order to fulfill the agreement, the parties, within their competence, carry out the following activities:

- provide timely information exchange on the occurrence of forest fires that threaten the transition to border areas;

- participate in the development and implementation of measures to extinguish forest fires that threaten the transition to border areas in accordance with the plan of organizational measures;

- carry out the collection and exchange of information in the established order in the field of prevention, detection and control of forest fires, organize the work of the regional dispatch control centers and forestry control centers, providing for the rapid collection of information about fires, the organization of communications and the management of firefighting forces and equipment;

- carry out the preparation and maintenance in readiness of firefighting forces and means of subordinate organizations that are charged with extinguishing forest fires and organizations executing state contracts for extinguishing forest fires;

- coordinate without fail with the other party involved in extinguishing a forest fire, their actions on the use of fire extinguishing forces and means aimed at extinguishing fires that threaten the transition to border areas.

The Department of Subsoil Use and Ecology of the Tyumen Region, in the framework of inter-regional cooperation, interacts with the Kazakhstan side within the framework of the Working Group of the Russian-Kazakhstan Commission (hereinafter referred to as the Commission) for the protection and use of water resources of the Ishim River basin, created in accordance with the Agreement between the Governments of the Russian Federation and the Republic of Kazakhstan (hereinafter - the Parties) on the joint use and protection of transboundary water bodies. This Agreement has been in force since 1992, in 2010 it was prolonged by order of the Government of the Russian Federation dated 06.09.2010 No. 1484-r.

The purpose of the Commission is to jointly manage the use and protection of transboundary waters on the basis of principles of observance of the mutual interests of the Parties, and coordinate decisions on common water management problems.

The Commission’s meetings address issues related to the passage of spring floods, floods, filling reservoirs and the conditions of water supply for the population and sectors of the economy in the summer-autumn period, the state and results of state monitoring of water resources of transboundary rivers, and water protection measures aimed at improving the state of water resources .

Education

In the field of education, cooperation is implemented between universities of the Tyumen region and 18 partner universities of the Republic of Kazakhstan. In the framework of cooperation, interaction is carried out in the following areas: promotion of educational activities, development and implementation of joint innovative projects aimed at improving the quality of education, the exchange of experience and knowledge through the participation of college representatives in scientific and methodological seminars, scientific and practical conferences, and the exchange of scientific publications. In the 2019-2020 academic year, 1,770 students from Kazakhstan are studying at universities of the Tyumen region, including 971 full-time students.

Healthcare

On the basis of medical organizations of the Tyumen region, training events are held with the participation of representatives of the Republic of Kazakhstan.

In February 2019representatives of medical organizations and the Department of Health of the Tyumen region in Astana (Nur-Sultan) of the Republic of Kazakhstan took part in seminars conducted by the international consultant "AGI", Professor Assaf F. On October 24-25, 2019, in the framework of the regional project “Development of the export of medical services in the Tyumen region”, in order to present the potential of regional healthcare, representatives of leading medical organizations in Tyumen (GAUZ TO MKMTS “Medical City”, GBUZ TO “Regional Clinical Hospital No. 1 ", State Autonomous Institution" Regional Ophthalmologic Dispensary ", ASC" Neftyanik ", Clinical Hospital" Russian Railways - Medicine "of the city of Tyumen, Consultative and Diagnostic Clinic named after EM Niginsky) took part in the 16th Kazakhstan International Exhibition "AstanaZdorovie2019" (Nur-Sultan, Kazakhstan).

Regular bus service continues on the routes: Tyumen-Astana, Tyumen-Karaganda, Tyumen-Petropalovsk, Tyumen-Kostanay, Tyumen-Kokshetau, Tobolsk-Petropavlovsk, Tobolsk-Pavlodar, Tobolsk-Kokshetau, Ishim-Petropavlovsk.

The enterprises of the tourism industry of the Tyumen region are organizing bus tours to the "Blue Lakes" in the village of Borovoe (Northern Kazakhstan, Akmola region).

In turn, the residents of the Republic of Kazakhstan are in demand of mineral waters and therapeutic mud of the Tyumen sanatorium-resort complexes.

In July 2018, a memorandum of cooperation was signed between GAU TO “Agency for Tourism and Promotion of the Tyumen Region” and Astana Convention Bureau LLP (the main organization for planning, development and promotion of the tourism sector in Astana).

In the framework of the XV Forum of the inter-regional cooperation of Kazakhstan and Russia on the topic “New approaches and trends in the development of tourism of Kazakhstan and Russia” in 2018, memorandums on mutual cooperation on the development of the tourism industry were signed between:

- GAU TO "Agency of tourism and promotion of the Tyumen region" and SI "Management of entrepreneurship, trade and tourism of the Pavlodar region",

- GAU TO "Agency of tourism and promotion of the Tyumen region" and GU "Department of entrepreneurship of the Karaganda region."

On September 25-28, 2019, tour operators of the Tyumen region, at the invitation of the Kazakh side, took part in an information tour to the Republic of Kazakhstan (visiting Pavlodar and the Bayanaul resort area).

On December 24, 2019, representatives of the tourism industry of the region and GAU TO “Agency for Tourism and Promotion of the Tyumen Region” took part in the “Days of the Turkestan Region” in Tyumen. The event is aimed at expanding business ties between the Tyumen and Turkestan regions, as well as tourism companies and travel industry of countries, and enhancing bilateral cooperation in the development of the tourism industry.

In 2020, an information tour is planned for representatives of the tourism industry of the Republic of Kazakhstan.

Culture, Interethnic Relations, Media

To preserve and develop the Kazakh culture, traditions, customs, and strengthen interethnic ties in the Tyumen region, regional public associations of Kazakhs function.

In order to further strengthen friendly relations and develop bilateral foreign economic cooperation in the Tyumen region , the post of Honorary Consul of the Republic of Kazakhstan in Tyumen (consular district - Tyumen region) was established. Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation Tasmagambetov Imangali Nurgalievich on September 30, 2019 presented a patent, as well as an exequatur of the Russian Ministry of Foreign Affairs, confirming the authority as consul, to Kvasov Vladislav Viktorovich.

July 21, 2019, the Kazakh holiday "Kurultai" was held in the village. Isetsky of the Tyumen region. Organizers: representatives of the authorities of the Tyumen region, the regional parliament and the Tyumen city Duma.

December 17-21, 2019 at the initiative of the Tyumen regional public organization "National and cultural autonomy of the Kazakhs of the Tyumen region" with the support of the Committee on Nationalities of the Tyumen region. Days of Kazakh culture were held in the Tyumen region.

The key event is the Kazakh Zhas Ulan festival (“New Generation”) with the participation of children’s creative teams of the Tyumen region and the North Kazakhstan region of the Republic of Kazakhstan.

To develop physical culture and sports, work is underway to organize international and all-Russian sports competitions in the Tyumen region with the participation of the national teams of the Republic of Kazakhstan, the training camps of the national teams of the Tyumen region in the Republic of Kazakhstan and the participation of athletes of the Republic of Kazakhstan in training events in the Tyumen region, an invitation representatives of the Republic of Kazakhstan to the annual scientific and practical conference on the development of physical culture and sports.

Interaction in the information segment strengthens interethnic dialogue. Mass media of the Tyumen region publish information materials on various aspects of cooperation of the Tyumen region with the Republic of Kazakhstan. On the main page of the media portal of the Tyumen region (www.tyumedia.ru) there is a banner “News of the regions of Kazakhstan”, which introduces relevant publications posted by the international information agency “KazInform”.

On the Internet resource of the newspaper "Tyumen Pravda" there is a heading "Life of Nationalities", which regularly publishes materials on cooperation with the Republic of Kazakhstan.

Regional mass media pay great attention to events in the field of intercultural interaction. Materials on national Kazakh holidays, traditions and customs regularly appear in the press.

Establishment of business contacts, implementation of joint business projects, cooperation between Kazakhstan and the Tyumen region in the innovation sphere — this region’s media unit also pays close attention. So, on the region’s business portal (http://www.tyumen-region.ru) there is a special section dedicated to cooperation with Kazakhstan.
