Cooperation with Japan
According to the Ural Customs Administration, in 2019 the foreign trade turnover of the Tyumen region with Japan amounted to 7 710.78 thousand US dollars , and this is 100% import. There were no export deliveries of goods in 2019.
For reference: in 2018, the foreign trade turnover of the Tyumen region with Japan amounted to 3 892.51 thousand US dollars, including import - 3 877.57 thousand US dollars, export - 14.94 thousand US dollars.
The dominant groups of goods in the import structure are: electrical machinery and equipment (85 group of foreign trade activities), equipment and mechanical devices (84 group of foreign trade activities), organic chemical compounds (29 group of foreign trade activities).
On January 29-30, 2004, a delegation of representatives of the Japan Association for the Promotion of Foreign Trade "JETRO" paid a visit to the Tyumen Region.
From February 2 to 6, 2004, a delegation of the Ural Federal District, headed by Plenipotentiary of the President of Russia in UrFo Pyotr Latyshev, visited Japan. The delegation included the Governor of the Tyumen region Sergey Sobyanin.
On June 2-4, 2004, a delegation of the ROTOBO Japan Trade Association with Russia and Eastern Europe paid a visit to the Tyumen Region.
March 24, 2010 at the Embassy of Japan in Moscow, a presentation of the investment potential of the south of the Tyumen region for members of the Japan Business Club was held with the aim of developing trade and economic cooperation between the Tyumen region and Japan.
The presentation was held by Deputy Governor of the Tyumen Region V.M. Goryunov and Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region V.M. Shumkov. Reports on the successful implementation of investment projects in the Tyumen region were made by the Vice-President of Schlumberger-Russia, Director of the Tyumen branch Gary Allen, Director of Economics and Development of Tobolsk-Polymer OJSC SIBUR-Holding Dmitry Evstafiev and Managing Director of Investment -developer company "Alur" Michael Urinson.
The meeting presented projects in the field of engineering, petrochemicals, light industry, forestry and woodworking, food industry, as well as affordable housing and hotel and business infrastructure projects.
On May 28, 2010, a working meeting was held between Mr. Hattori Michitaka, representative of the Research Institute of Economics of Russia and Independent States of the Japan Trade Association ROTOBO, and V.M., Director of the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Region Shumkov.
In February 2013, Tyumen entrepreneurs as part of the Russian delegation visited Japan. A business mission was organized to exchange experiences between Russian and Asian businessmen. The Russian delegation included entrepreneurs from Tyumen, Primorsky Krai, Yakutia, Mordovia, Kemerovo and Moscow, working in the areas of construction, water treatment, retail, furniture production, agriculture, restaurant business and freight transportation.
On June 10-12, 2013, the delegation of Japan headed by the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Tikahito Harada paid a visit.
During the visit, a meeting was held with the Governor of the Tyumen Region V.V. Yakushev and with the Head of the Administration of the city of Tyumen A.V. Moor. During the meeting, the possibility of the Japanese side participating in infrastructure projects, including projects using energy-saving technologies in the housing and communal services of the city, was discussed. The delegation visited a number of large enterprises: UMMC-Steel, Bentek, Schlumberger, Antipinsky Oil Refinery, Fatum, as well as the Russian-Japanese Exchange of contacts “Prospects for the development of bilateral mutually beneficial cooperation of Tyumen and Japanese enterprises”.
Within the framework of the program, a meeting was organized with the rector of Tsogu V.N.Novosyolov, with students and graduate students of the Oil and Gas University, visiting the laboratories of the university, as well as the Tsum GNU International Drilling Center. The delegation members discussed the possibility of further cooperation with the university, which is the leader in the issue of personnel in the field of oil and gas production and the fuel and energy sector, and noted the use of high-tech methods of the learning process.
On February 17-18, 2015, a representative of Marubeni Corporation Naotaka Minezaki paid a visit to negotiate the prospects for further cooperation and participation in the II Tyumen Investment Forum “Investments. Industrialization. Regions. The logic of a breakthrough. ” During the visit, a meeting was organized with the Deputy Governor, Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region V.M. Shumkov.
On April 23-27, 2017, representatives of the Tyumen region took part in the Business Mission of members of the Association of Industrial Parks to the Republic of Korea and Japan, dedicated to issues of industrial cooperation and localization of production of foreign companies in Russia. The Russian participants of the AIP delegation told Japanese and Korean companies about the possibilities of localizing production in industrial parks and special economic zones of constituent entities of the Russian Federation. Representatives of Japanese companies note the growing interest of Japanese business in Russia and expressed confidence that the intensity of new investments will increase.
On July 6-8, 2017, the Executive Director of the Japan-Russian Medical Exchange Fund (NRMFO) Akira Sakai paid a visit to MOT. Within the framework of the visit, a visit was made to the institutions of the Medical City, a meeting with officials from the healthcare sector of the Tyumen Region, the leadership of the Farmasintez-Tyumen enterprise and the Tyumen Medical University. With the Director of the Department of Health of the Tyumen region I. B. Kulikova AkiraSakai discussed the possibilities of cooperation on the exchange of experience and the application of advanced Japanese technologies.
On October 11-13, 2017, a delegation of Japanese officials and businessmen headed by Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Toyohisa Kozuki made a visit. The main purpose of the visit is to get acquainted with the investment opportunities of the region, strengthen trade and economic ties. Japanese business is interested in establishing comprehensive cooperation with leading enterprises of the Tyumen region. Within the framework of the visit, an official meeting was held with the Governor of the Tyumen Region V.V. Yakushev, visiting large industrial enterprises, including SIBUR in Tobolsk, getting acquainted with the investment and cultural potential of the region.
February 20-23, 2018At the invitation of the Ministry of Economic Development of the Russian Federation, the delegation of the Tyumen region took part in a mission to increase labor productivity as part of the implementation of the priority program "Improving Labor Productivity and Supporting Employment", based on a study of Japanese experience. The program included visits to enterprises in the cities of Tokyo and Nagoya, meetings with representatives of the Tokyo Prefecture City Hall, Aichi Prefecture Administration, Japan Productivity Center (JPC), Japan Association for Trade with Russia and the CIS (ROTOBO) and the Research Institute of Economics, Trade and Industry Japan (RIETI). Within the framework of the visit, a visit was made to leading industrial enterprises in Japan, familiarization with high-tech methods to improve production efficiency, the principles of introducing robotics in productionusing a lean manufacturing model as a way to increase efficiency.
The Russian-Japanese symposium on joint training of engineers “monozukuri” was held March 23–25, 2018 at the Kindai University in Osaka (Japan). The symposium was timed to coincide with the opening of a new 5-year program of scientific and educational cooperation between Kindai University and eight Russian universities under a grant from the Japanese government, including the Tyumen State University. The Kindai University and Tyumen State University cooperation program provides for the coordination of scientific research and the formation of joint teams in the field of engineering with the traditional Japanese approach of “monodzukuri” (production “with soul”, with ingenuity and love of work), teaching this approach to students and graduate students.
Tyumen State University has been developing joint activities with universities and organizations in Japan since 2008. Agreements are in force with 2 scientific and educational organizations in Japan: Kindai University of Kinki (since 2016) and the Research Institute of Russia and Eurasia, Tokyo (since 2015). Every year, students of Tsogu go to a Japanese university as part of student exchange programs.
On June 16, 2018, the regional stage of the international rally dedicated to the year of Japan in Russia and the year of Russia in Japan was held in the Tyumen region. As a sign of friendship between the countries, the participants secured a castle with the symbols of the flags of the two states on the Tyumen bridge of lovers, participated in a press conference and meetings with young people in Tyumen and Tobolsk.
July 29, 2018A seminar on Japanese energy and industrial technologies was held in Tyumen. The event was organized by the Japan ROTOBO Association with the support of the Government of the Tyumen Region in the framework of the Year of Russia announced in 2018 in Japan and Japan in Russia. The Japanese delegation included representatives of the Japan ROTOBO Association, including the Director of the ROTOBO Research Institute, Ms. Miki Wajima, and the leaders of 6 Japanese companies. The seminar on Japanese energy and industrial technologies was attended by over 50 representatives of Tyumen companies and universities. Director of the Department of Subsoil Use and Ecology Zh.S. Zlobina made a welcoming speech and a report on the prospects for cooperation in the energy sector.The seminar discussed the prospects for the development of cooperation in the oil and gas industry using Japanese industrial and energy technologies.
As part of the development of cooperation with Japan in the field of medical science and healthcare, on November 8-10, 2018, adelegation of the Tyumen region visited Niigata, where she took part in the Russian-Japanese medical symposium in order to increase the level of diagnosis and treatment of cancer. The Tyumen delegation includes representatives of the Department of Health of the Tyumen region and the heads of medical institutions of the region.
On December 10, 2018, the ANO “Japanese Center” (Moscow), with the support of the Government of the Tyumen Region, organized a seminar in Tyumen “Entrance of Russian small and medium-sized businesses into foreign markets. Practical measures to strengthen Russian-Japanese trade relations. ” The seminar was conducted by lecturer Mr. ASADZUMA Yuki- author of many monographs in Japanese and Russian, member of the Japanese Academy of Foreign Trade, professor at Kansei-Gakuin University, vice-chairman of the Society of Japanese-Russian Relations, foreign trade adviser and holder of the Order of Friendship of the Russian Federation.
In 2019, the Government of the region, together with the Japanese Embassy in the Russian Federation, carried out preparatory work to organize a business meeting with representatives of Japanese companies operating in Moscow in order to attract new investments in the region.
This meeting was held on June 11, 2019 at the Representative Office of the Government of the Tyumen Region in Moscow in the format of the presentation of the industrial, investment and tourist potential of the Tyumen Region. From the Tyumen side, the event was attended by the heads of the Department of Investment Policy and State Support for Entrepreneurship, the Department of Consumer Market and Tourism, as well as representatives of foreign companies that successfully implemented their business in the Tyumen Region. From the Japanese side, the meeting was attended by representatives of the Embassy of Japan in the Russian Federation, members of the Japanese Business Club - heads of large Japanese companies.
On October 23-29, 2019, the delegation of the Tyumen region visited the international tourism exhibition JATA-2019 Japan, led by the director of the department of consumer market and tourism of the Tyumen region A.V. Panteleev. The main purpose of participation in the international exhibition is the presentation of the tourist potential of the Tyumen region, building business communications and the search for international partners among tour operators willing to organize a tourist flow of foreign tourists to the Tyumen region. The list of issues discussed during the visit:
- Thermal springs - the development of the complex in the Tyumen region;
- Event tourism experience in Japan;
- The Sibir brand is brand promotion.
In the future, it is planned to continue cooperation with the Moscow branch of the NOMURA research institute (Japan), which has implemented major projects related to tourism as well.
During the visit to Japan, the delegation visited several cities (Osaka, Tokyo, Kobe, Hakone), business meetings were organized by the Moscow branch of the NOMURA Research Institute (Japan).
On February 26-28, 2020, the visit of the Deputy Governor of the Tyumen Region L.Z. Thermal ear to Japan (Tokyo), in order to study the latest achievements in the field of utilization and recycling of all types of household and industrial waste, advanced technologies for sorting and burial of waste products. During the visit, the Deputy Governor took part in the specialized exhibition of waste processing technologies “RESOURCE RECYCLING EXPO - 2020” and visited the Tsurumi plant (waste incinerator).
Promising areas for the development of cooperation between the Tyumen region and Japan:
Japan is objectively interested in developing business cooperation with the Tyumen region in the oil and gas industry, as well as in the oil and gas chemistry, electric power, and timber industries.
Petrochemicals are in great demand in Japan due to their extensive use in the automotive industry and the production of television and video audio equipment, computers, communications, etc.
This interest may be stimulated by the availability of relatively cheap raw materials and electricity.
For the Tyumen region, Japan is potentially interesting due to the presence of powerful multinational companies with a highly concentrated investment resource, as well as relative capital mobility.
In addition, the topic of creation and development of high-tech industries in the region with the participation of Japanese investments is of particular interest.
The priority areas for the development of cooperation with Japan include: attracting investment and creating joint ventures; development of the petrochemical industry in the region; the creation of high-tech industries in the region; rendering consulting services by Japanese companies to Tyumen enterprises.
Quite promising areas of cooperation with Japan can be considered:
- joint health projects;
- cooperation in the field of IT, robotics, electronics;
- facilitating the establishment of scientific and educational exchanges;
- the establishment of twinning relations between the cities of the Tyumen region and Japan;
- tourism development.
