Cooperation with India

According to the Ural Customs Administration, the goods turnover of the Tyumen region with India in 2019 amounted to 49 756.16 thousand US dollars , of which export amounted to 154.27 thousand US dollars , import - 49 601.89 thousand US dollars.

For reference: in 2018, trade with India amounted to 28 806.52 thousand US dollars, of which export amounted to 3 920.86 thousand US dollars, import - 24 885.66 thousand US dollars.

There is one commodity item in the export structure (44group of foreign trade activities) - wood and wood products. In the structure of imports, the main share falls on equipment and mechanical devices (84 group of foreign trade activities); mixed chemical products (group 38 of the FEA), also imported electric machines, copper and its products, ferrous metals and products from them, clothing, leather products.

Since 2015, Pharmasintez, with the support of the Government of the Tyumen Region, has launched another production unit, Pharmasintez-Tyumen, LLC. The president of Pharmasintez Punia Vikram Singh. The company has established the production of infusion solutions. Since 2018, the company has been implementing another investment project - the production of hormonal and radiopaque drugs. Production launch is scheduled for 2020.

On June 1820, 2016, the representative of the Embassy of India in the Russian Federation, Virender Mankotiya, visited the Tyumen region. V. International Yoga Day is a large-scale holiday initiated by the Jawarhalar Nehru Cultural Center at the Embassy of India in Moscow, which takes place for the second year in a row throughout Russia. March 30, 2017A reception was held at the Embassy of India on the occasion of the 70th anniversary of the establishment of diplomatic relations between Russia and India. At this reception, the Deputy Governor of the Tyumen region, the head of the Representative Office of the Government of the Tyumen region in the state authorities of the Russian Federation P.V. Tarakanov held talks with the Ambassador of India to the Russian Federation, Mr. Pankaj Saran, regarding the possibility of a visit by the Ambassador of India and a delegation of Indian businessmen to the Tyumen region in 2017-2018. Negotiations were also held on establishing and developing cooperation with the Tyumen region with the deputy head of mission, Mr. Ms. Mangalanandan, Balasubramanian, Deputy Head of the Economic Department of the Embassy of India, and Mr. Jaysundar, Director of the Jawaharlal Nehru Cultural Center,who showed interest in spending days of Indian culture in the Tyumen region. On May 17 - 20, 2017, as part of the Road Investor Road Show, the first secretary of the MDL department of the Embassy of India in the Russian Federation, Rajesh Bhardwaj, visited the Tyumen region. R. Bhardwaj got acquainted with the main shipbuilding and ship repair enterprises of Tyumen and Tobolsk with the aim of further elaboration of issues with the Government of India, Indian shipbuilding companies on cooperation with the Tyumen region in the shipbuilding sector, and the implementation of joint projects. Also within the framework of the visit, R. Bhardwaj met with the Deputy Governor of the Tyumen Region V. M. Shumkov.

On July 26-27, 2017, a visit was made by a representative of Larsen & Toubro Limited (India) to get acquainted with the region, to negotiate with representatives of the executive authorities of the Tyumen region on the implementation of investment projects in the shipbuilding sector: the production of various types of ships and offshore equipment for the needs large oil and gas companies (Gazprom, Rosneft, Lukoil, Novatek, etc.), as well as vessels for the regions of the Ob-Irtysh river basin. Based on the results of the meetings, it is planned to further study the issue of the possibility of implementing projects.

On November 8, 2017, a visit to Tyumen Oblast by representatives of the Indian company SledgeHammer. The company is considering the possibility of localization in the Tyumen region of the production of equipment for oil companies.

As part of the development of humanitarian cooperation in December 2017, a 4th year student of the International Relations direction at Tyumen State University took part in the II Russian-Indian Youth Forum as part of the Russian delegation. During the forum, the student presented to the participants a presentation on the investment potential of the Tyumen region and on international relations and projects of the Tyumen State University. Participants from the Indian side were pleasantly surprised by the successful performance of the region. Moreover, a number of Indian students showed a desire to come to study in the best university in the region.

Students of Tyumen universities have the opportunity to study in India in various areas. On October 31, 2018, the opportunities for expanding mutually beneficial cooperation were discussed at a meeting in Moscow by the Governor of the Tyumen Region Alexander Moor and Ambassador Extraordinary and Plenipotentiary of India to the Russian Federation Venkatesh Varma. The Tyumen region seeks to develop partnerships with the regions of India in the economic, scientific, educational, social spheres, in the field of culture, tourism and sports. The head of the region presented the potential of the Tyumen region and outlined promising areas for interaction: in the shipbuilding sector; projects for the processing of SIBUR products; creation of joint ventures in engineering and petrochemistry in the Tyumen region; cooperation in the field of information technology; the creation of industries in the light industry.

Following the meeting, the Ambassador Extraordinary and Plenipotentiary of India to the Russian Federation proposed to outline two events for 2019: the visit of the delegation of the Tyumen region to the summit Bright Gujarat. Gujarat is one of the most progressive states in India, it has similar features of industrial development with the Tyumen region: the oil and gas sector, industrial parks, and pharmaceuticals. The embassy is also ready to organize a business mission of Indian companies in Tyumen.

At the invitation of the Embassy January 17-19, 2019The official and business delegation of the Tyumen region paid a visit to India to participate in the international summit Bright Gujarat, to expand trade, economic and investment cooperation between the Tyumen region and the regions of India. On the sidelines of the summit, the Director of the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region L.S. Ostroumov made a presentation of the investment and industrial potential of the Tyumen Region, in which about 80 foreign companies took part. After the presentation, B2B negotiations between Tyumen and foreign companies took place. The delegation visited the offices of such large companies as Oil & Natural Gas Corporation Limited, OpaL, Amul, Cadila Pharmaceutical. Also, meetings were held with the Chief Minister of Gujarat, Mr. V. Rupani,and president of the Indian Chamber of International Business (ICIB). At the meetings, they discussed the possibilities of cooperation in the oil and gas, pharmaceutical, educational spheres, IT and agriculture and invited the Indian side to pay a business visit to the Tyumen region in 2019.

Since 2015, Yoga Day has been held in Tyumen with the support of the Tyumen Administration and the Indian Embassy in the Russian Federation. In June 2019, about 200 people became participants in the event, according to tradition, master classes in various areas of yoga are held from instructors from leading specialized schools and studios in the regional capital.

Promising areas for developing cooperation with India:

- Chemical industry: molding of polymer products, the production of plastic packaging, the production of non-woven materials;

- Shipbuilding: the creation of production of various types of ships and offshore equipment for the needs of large oil and gas companies of the Russian Federation, as well as other vessels that meet the needs of the regions of the Ob-Irtysh river basin; Negotiations are already underway with the Indian shipbuilding company Larsen & Toubro Limited (L&T).

- Woodworking industry: production of OSB, particleboard, MDF;

- Agriculture: dairy production projects;

- Innovation and IT technology.
