Cooperation with China

According to the Ural Customs Administration, the foreign trade turnover of the Tyumen region with China in 2019 amounted to 698 692.65 thousand US dollars , of which export - 20 342.34 thousand US dollars, import - 678 350.31 thousand US dollars.

For reference: the foreign trade turnover of the Tyumen region with China for 12 months of 2018 amounted to 185 505.88 thousand US dollars , of which export - 49 517.6 thousand US dollars, import - 135 988.28 thousand US dollars.

The predominant product groups in the export structure are: polymeric materials, petroleum products, electrical machinery and equipment, plywood, food products. In the structure of imports, the main share falls on ferrous metal products; equipment and mechanical devices; polymeric materials, plastics and articles thereof; paper and paper products; electrical engineering and equipment; tires and tires; clothes.

International contacts:

The Tyumen region has a long history of relations with the People’s Republic of China and its individual provinces.

Representatives of both sides have repeatedly shown interest in developing mutually beneficial cooperation, and over the past few years, the search for ways and common ground in the economy, social and humanitarian spheres has intensified.

The Tyumen Region successfully develops economic and humanitarian relations with the Heilongjiang Province (PRC) and its administrative center, the city of Daqing, on the basis of the Agreement on the Development of Cooperation between the Administration of Tyumen and the People’s Government of Daqing, signed on August 24, 1994.

In 2000, the official representative office of the city of Daqing in Tyumen was opened, which is authorized to represent the interests of the Chinese side in matters of developing cooperation between the twin cities of Tyumen and Daqing. The representative office is currently not operational.

In the Tyumen region, several enterprises with Chinese investments are registered: Oil Capital LLC (wholesale trade in machinery and equipment for mining and construction). LLC “China National Chemical Engineering Construction Company No. 7” took part in the implementation of the ZapSibNeftekhim construction project.

Since 2004, mutual visits of officials and businessmen of the Tyumen region and China have been carried out on a regular basis.

Every year, the Tyumen region takes part in the Harbin Trade and Economic Exhibition-Fair and the Russian-Chinese EXPO, which allows us to demonstrate the export and investment potential of the region, expand and deepen economic ties between the Tyumen region and China.

Representatives of Chinese companies annually take part in the Tyumen Oil and Gas Forum.

Many Tyumen enterprises have long-term contractual relations with Chinese companies. One of the successful examples of mutually beneficial cooperation is the participation of the China Petroleum Corporation (CNPC) in the implementation of an investment project for the exploration and development of the Uvat group of fields in the Tyumen region.

The Export Support Center and the Chamber of Commerce and Industry of the Tyumen Region organize business missions of Tyumen entrepreneurs to China and participate in international exhibitions.

To expand the presence of Tyumen goods in China in 2018, with the assistance of the Government of the Tyumen Region, a permanent exhibition of goods of Tyumen manufacturers was opened in Shanghai. The platform is intended for promoting goods on the Chinese market, tasting products and conducting business negotiations with potential buyers. Currently, the exhibition presents food products.

Measures to develop cooperation with China in 2015-2019

On October 23, 2015, a working meeting was held between representatives of the Government of the Tyumen Region at the Chinese Embassy in Moscow. At the meeting, a number of questions were discussed about the prospects for cooperation between the Tyumen region and China. Embassy staff identified the following areas that may be of interest to Chinese partners:

  • Woodworking industry (production of chipboard, OSB, MDF, etc.)
  • Creation of a furniture factory in the Tyumen region;
  • Agribusiness;
  • Petrochemistry.

At the meeting, mutual interest was indicated in holding the Sino-Russian Forum in the Tyumen Region, Tyumen during 2016. The purpose of the Forum is the Exchange of contacts between Chinese and Tyumen entrepreneurs, negotiations between official and business circles on cooperation issues, acquaintance of Chinese partners with the potential of the Tyumen region.

On February 23-24, 2016, a business mission was held in Beijing for woodworking enterprises of the Tyumen region. The delegation of the Tyumen region consisting of 5 subjects of small and medium-sized businesses presented presentation materials on woodworking products, furniture products from natural wood. Currently, two enterprises LLC TD Sibzhilstroy and LLC RashFor are working on the conclusion of export contracts with Chinese partners.

The Tyumen region annually takes part in international exhibitions in China. In 2016, representatives of official and business circles visited the following international exhibitions in China :

May 20-22, the tourism exhibition BITE -2016, Beijing,

October 10-13, CISMEF Guangzhou SME Fair.

On July 12-14, a delegation of the Tyumen region took part in the Russian-Chinese EXPO-2016 in Yekaterinburg, where it held negotiations with potential partners. A number of large Chinese companies sent proposals for the implementation of investment projects in the Tyumen region in the field of agriculture and the oil and gas sector. Negotiations were held on the implementation of the SIBUR project involving Chinese capital.

From September 21 to 23, 2016, the First Representative of the Committee for the Promotion of International Trade in Heilongjiang Province of China and the Secretariat of the Chinese part of the Organizing Committee of the Russian-Chinese Expo in Yekaterinburg Zhang Hua paid a working visit to Tyumen. Within the framework of the visit, meetings were held with representatives of regional authorities, the CCI and the export support center of the Tyumen region, the Industrial Parks of the Tyumen region management company, promising areas of cooperation in trade, investment and tourism were outlined.

On March 30, 2017, the Tyumen region took part in the Forum “Promoting Trade and Economic Cooperation between China and Russia in the Urals”. The forum was organized by the Consulate General of China in Yekaterinburg.

May 6-12, 2017, the business mission of the region's small and medium-sized industrial enterprises to China. The business program included various events in three cities and two provinces of China: from attending an exhibition and participating in several contact exchanges to meetings with representatives of e-commerce sites and infrastructure of free trade zones.

May 23-26, 2017- Representatives of the Consulate General of the PRC in Yekaterinburg, led by Consul General Ms. Gen Lipin, visited the Tyumen Region. The delegation also included the Trade and Economic Advisor to the Consulate General of China, Ms. Xu Weiping, the Consul for Education, Ms. Zhao Yan, and representatives of Hilong (oil and gas development equipment and comprehensive oil field maintenance). The delegation took part in the Exporter’s Day, visited the enterprises of the Tyumen region: TD Sibzhilstroy LLC, Tyumen Aerosols LLC, UMMC-Steel, got acquainted with the work of the Tyumen Region Infrastructure Development Agency JSC, examined the sites of Industrial Parks of the Tyumen Region. During the visit, the delegation took part in an expanded meeting with the regional governor V.V. Yakushevwhich discussed the prospects for cooperation.

For representatives of the Consulate General of the People's Republic of China, a sightseeing tour was organized in the historical center of Tyumen and in the House-Museum of Grigory Rasputin in s. Pokrovskoe. The Consul General of the Peoples Republic of China, Ms. Geng Liping, took part in the opening of the Generation Without Borders forum at the Tyumen Industrial University.

June 15-16, 2017 General Director of the Agency for Infrastructure Development of the Tyumen Region A.G. Sanosyan participated in the events of the 4th Russian-Chinese EXPO in Harbin (PRC) and made a presentation of investment opportunities of the Tyumen region.

On September 20-21, 2017, a delegation of the Consulate General of the People's Republic of China in Yekaterinburg took part in the Tyumen Oil and Gas Forum. Within the framework of this visit, meetings were organized with the leadership of the region, visits to Tyumen industrial enterprises and universities.

On December 6, 2017, a presentation of the investment and economic potential of the Tyumen region for officials and the Chinese business community was held at the Representative Office of the Government of the Tyumen Region in Moscow. The event was organized with the support of the Embassy of the People's Republic of China in the Russian Federation and the Chinese Committee for the Promotion of International Trade in the Russian Federation. Representatives of more than 30 Chinese companies, as well as about 20 representatives of government and diplomatic structures came to get acquainted with the projects of the Tyumen region.

Work to attract Chinese investment in the Tyumen region is carried out on a systematic basis.

In 2017, negotiations were held with the Chinese company Poly International. Poly International Holding Company is a large state-owned enterprise managed by the State Commission for the Supervision and Management of Property of the State Council of the PRC. The company operates in more than 100 countries and has over 600 enterprises of various levels, which employ 60 thousand specialists. In Russia, the company already cooperates with Tatarstan, the Tula and Murmansk regions, and other regions.

Representatives of Poly International have repeatedly visited the Tyumen region:

- May 31-June 1, 2017, the first visit took place, in the framework of which a meeting was held with the First Deputy Governor of the Tyumen Region N.A. Shevchik, Deputy Governor of the Tyumen Region, Director of the Department of Finance of the Tyumen Region, member of the Presidium of the Government T.L. Krupina, Head of the Main Directorate for Construction of the Tyumen Region S.V. Shustov. The delegation also got acquainted with the project “Medical City” and industrial facilities of the city of Tyumen.

- The second visit took place on July 6-7, 2017 , during which company representatives met with the leadership of the Department of Finance of the Tyumen Region and PJSC Sberbank on issues of participation in the project "Construction of the Oncology Center in Tyumen." Also, a visit to the Industrial parks of the Tyumen region took place: Borovsky, Bogandinsky, DSK-500.

- On August 3, 2017, in Moscow, a meeting of company representatives with the Deputy Governor of the Tyumen Region, the head of the Representative Office of the Government of the Tyumen Region in the state authorities of the Russian Federation V.V. Tarakanov.

- November 23-24, 2017 a visit by representatives of the Chinese state-owned Poly International company to the Tyumen region. After the meeting with the Governor of the region, the head of the delegation, the senior adviser of Poly International, Jin Chunlai, noted that the Tyumen region presented interesting ideas that could be implemented. Among the promising projects were identified: the construction of the third stage of the Oncology Center, the Medical City, as well as road construction projects, the creation of a cooperation center at the site of the industrial park DSK-500, equipped with the necessary engineering infrastructure, the construction of sports facilities and a recreational thermal complex in the suburbs of Tyumen at the base Regional center of winter sports "Pearl of Siberia".

During the visit, company representatives visited industrial parks, in the Medical City and the “Pearl of Siberia”, held negotiations with the Infrastructure Development Agency, and met with senior officials of the Tyumen Region.

The parties agreed to work out all the proposals in detail and draw up roadmaps for their implementation in order to begin joint implementation of projects.

On October 26-27, 2017, the Chinese company CEFC (Huaxin) visited the Tyumen region. The Chinese energy company Huaxin (CHINA CEFC ENERGY COMPANY LIMITED is a privately owned collective business company engaged in energy activities and financial services. Adhering to the strategy of expanding international energy cooperation, the company seeks to increase its influence in the energy industry and create a modern enterprise with international competitiveness. At a meeting with the Governor of the Tyumen region V. Yakushev, the parties outlined possible mutually beneficial directions for cooperation. Representatives of Chinese companies have expressed interest in the logistics and the energy sector, as well as the food industry in the region and the development of e-commerce.

On December 6, 2017, a presentation of the investment and economic potential of the region for officials and the Chinese business community was held at the representative office of the Government of the Tyumen Region in Moscow.

The presentation was organized with the support of the Embassy of the People's Republic of China in the Russian Federation and the Chinese Committee for the Promotion of International Trade in the Russian Federation. Representatives of more than 30 Chinese companies, government organizations of China, as well as the Russo-Asian Union of Industrialists and Entrepreneurs and the Russian-Chinese Friendship Society came to get acquainted with the projects of the Tyumen region. Successful work experience in Tyumen was shared by Ms. Zhao Ying, Director General of Beijing Export-Import Company "Dizze".

On March 29-30, 2018, representatives of the Chinese company Construction & Investment Corporation paid a business visit to the Tyumen region. During the visit, company representatives familiarized themselves with the investment and industrial potential of the region, visited the industrial parks Borovsky, Bogandinsky, DSK-500, and held a number of business meetings. The company was interested in the fields of engineering, petrochemicals, fertilizer production, agribusiness and others. A working meeting with the Director General of the Investment Agency of the Tyumen Region A.N. Shalnevym. Between the meeting participants, agreements were reached on cooperation and the elaboration of issues related to the implementation of new investment projects in the region, the possibility of a visit by senior management to the Tyumen region was discussed.

On April 15-21, 2018, a visit of the official and business delegation of the Tyumen region to the PRC was organized. The delegation included representatives of food production enterprises that presented their goods at the international food exhibition in Huai'an. The delegation also visited the permanent demonstration and tasting pavilion of Russian food “Russian Food Showroom” in Shanghai and discussed with the leadership of World Food City in Shenzhen the possibility of organizing an exposition of Tyumen producers. Meetings were held with distributors, wholesale companies and retail chains of the People's Republic of China in order to establish sales channels for products of Tyumen manufacturers, a number of negotiations were held with potential investors.

May 25, 2018in Moscow, representatives of the Government of the Tyumen region took part in the presentation of the Shandong province, devoted to the topic "A good example of the province in the field of safety of exported food and agricultural products", as well as in the conference on the trade in food, agricultural and everyday goods between Shandong and Russia ". The meeting was attended by about 100 Chinese enterprises exporting food and agricultural products, as well as enterprises purchasing consumer goods, will come to this event in order to personally conduct negotiations with Russian enterprises and discuss opportunities for development and cooperation. Based on the results of negotiations held by the Government of the Tyumen Region, a decision was made to establish cooperation with the Shandong province.In August of this year, a proposal was sent to the Governor of Shandong Province to sign a cooperation agreement with the Tyumen Region. On May 28-30, 2018, a delegation of the Consulate General of the People's Republic of China in Yekaterinburg took part in the Tyumen forum "Entrepreneur's Day - 2018. We sell Tyumen!" The Deputy Consul General of the PRC in Yekaterinburg made a presentation on the export development site, visited the Tyumen Technopark, the Radiological Center of the Medical City, the NIPIgaz enterprise, met with professors and students of the Tyumen Industrial University (TIU). The result of the meetings: a number of scientific developments of TIU aroused interest, an exchange of contacts took place with a view to the possible promotion of projects in China. In order to exchange experience and establish cooperation with Technoparks in the PRC, the Consulate General offered assistance in establishing contacts and organizing visits to one of the Technoparks in China.

Also in the “Export” section of the forum “Entrepreneur's Day - 2018. We sell Tyumen!” Chinese companies took part - Wang Yu, CEO and owner of Rusino International Trading Co., Limited for import and export trade with Russia (China); Zhao Ying, general director of Beijing Export-Import Company "Dizze"; General Director of RUSNeftGas Service LLC (China) Wu Shuang; “China Institute for Planning and Design of Landscape Construction and Architecture, Forestry” (PRC), Department Head Qu Jieyuan; The Chinese oil company CPTDC - CNPC division director of economics Xu Xing; Gansu Heima Petrochemical Company LLC senior engineer Liu Zhixing. Including on the sidelines of the forum, an Agreement was signed on the establishment of the Center for Russian-Chinese cooperation. The agreement was signed by the President of the Tyumen Chamber of Commerce and Industry and the representative of the Government of Daqing in Tyumen, the general director of the Beijing Export-Import Company "Dizze" Zhao IN. The Center’s activities are aimed at expanding business contacts with China, attracting Chinese investors, promoting Tyumen goods to the Chinese market, and strengthening humanitarian ties.

On July 9-10, 2018, the official and business delegation of the Tyumen region took part in the V Russian-Chinese EXPO in Yekaterinburg. As part of the EXPO, a collective exhibition stand of the Tyumen region was organized, where the region’s enterprises presented their products, and the director of the Department of Investment Policy and State Support for Entrepreneurship of the Tyumen Region made a presentation of the region’s investment and industrial potential for the business community and Chinese officials.

July 11-12, 2018The Russian-Chinese business session was held in Tyumen, which was a regional continuation of the V Russian-Chinese EXPO in Yekaterinburg. The main purpose of this event is to expand official and business contacts of representatives of state authorities, enterprises and organizations of the Tyumen region with official and business circles of the People’s Republic of China. More than 50 Chinese companies participated in the Session. At a plenary meeting with the participation of Deputy Governor of the Tyumen Region V.M. Shumkov discussed the prospects for mutual cooperation, great interest among Chinese companies was caused by projects on wood processing and oil and gas service. In order to promote Tyumen goods on the Chinese market and attract investors, visits to industrial enterprises in the city of Tyumen and an exchange of contacts were organized.In addition to business representatives, the meeting was also attended by Chinese officials: Zhao Quian, adviser on trade and economic issues at the Chinese Embassy in the Russian Federation, and Xu Jinli, general representative of the Chinese Foreign Trade Committee.

In addition to the plenary session and b2b negotiations, representatives of Chinese business visited Industrial parks of the Tyumen region, oil and gas, logging / forestry and food processing enterprises. As a result of negotiations, the Chinese partners were interested in the possibility of creating a forest processing and finished goods production on the basis of one of the industrial parks of the Tyumen region.

In order to establish international cooperation with Heilongjiang Province and exchange experience with Chinese colleagues in creating a full-cycle industrial park: harvesting, processing, and production of products, a delegation of the Tyumen Region, headed by the Director of the Department of the Forestry Complex of the Tyumen Region , visited Northern China on August 27-31, 2018 : cities of Suifinhe and Heihe.

On September 19-20, 2018, about 10 Chinese oil and gas companies took part in the Tyumen Oil and Gas Forum, which is held annually in Tyumen. A separate international section was organized for them, where a discussion of prospects for cooperation and b2b negotiations with Tyumen companies took place.

On November 5-10, 2018, a delegation of the Tyumen region took part in the China International Import Expo 2018 in Shanghai. Commodity producers of the Tyumen region presented presentation materials about their products at the exhibition stand of the Ministry of Industry and Trade of the Russian Federation and held a series of negotiations on the supply of products to China. As part of the visit, a permanent exhibition of goods of the Tyumen region was opened in Shanghai.

In order to develop trade and economic cooperation with the provinces of China in 2019, several visits of officials and business missions of Tyumen entrepreneurs to China were organized:

May 10-13, 2019official and business delegation of the Tyumen region, headed by the Governor of the Tyumen region A.V. Moor participated in the Fourth International Silk Road Expo in Xi'an, Shaanxi Province. The purpose of the event was the expansion of international and foreign economic relations, the presentation of trade, economic, investment potential, scientific, educational, tourist potential of the region. The Tyumen region was represented at the EXPO by a collective exhibition stand within the framework of a single stand of the regions of the Ural Federal District. The delegation of the region took part in the official events of the EXPO, visited the Silk Way Russian-Chinese Innovation Park, where negotiations were held with the park's management on the prospects for further cooperation, working conditions in the innovation park for Russian companies,opportunities for cooperation and investment cooperation. Following the results of negotiations, we agreed on a return visit of the management and companies of the Innovation Park to the Tyumen region to organize a meeting with Tyumen companies and present the park.

On June 13-16, 2019, a delegation of the Tyumen Region took part in the Sixth Russian-Chinese Expo in Harbin, Heilongjiang Province. The purpose of the event was the expansion of international and foreign economic relations, the presentation of trade, economic, export, investment, scientific, educational and tourism potential of the region. The Tyumen region was represented at the EXPO by a collective exhibition stand within the framework of a single stand of the regions of the Ural Federal District. A series of negotiations was held to promote the export of Tyumen products, attract Chinese investors to the region, and study the innovative experience of Chinese colleagues in the field of Smart City technologies.

In November 2019, the Export Support Center organized a reverse business mission of Chinese companies in the Tyumen region in order to visit production sites and conduct business negotiations on the purchase of Tyumen products.

As part of the project, the Russian-Chinese youth business incubator aimed at developing cooperation and interaction between entrepreneurs of China and Russia on September 20-29, 2019The Tyumen region was visited by 10 entrepreneurs from China. Organizers of the project in Tyumen: Russian Youth Union, TPO “OPORA RUSSIA”, Tyumen Industrial University, SIW platform. The key goal of the project is to get acquainted with regional enterprises and businesses in order to find partners and sign cooperation agreements. The delegation of the PRC organized visits to the Industrial Parks and enterprises of the Tyumen Region, business and official meetings, provided information on government support measures for entrepreneurs and investors, and proposed a number of investment projects for possible implementation. In particular, potential partners from China are provided with detailed information on environmental conditions during the implementation of projects.

Educational cooperation

Cooperation of the Tyumen region with the PRC in the field of higher professional education is carried out by leading universities of the region Federal State Budget Educational Institution of Higher Education “Tyumen Industrial University” (TIU) and Federal State Budgetary Educational Establishment of Higher Education “Tyumen State University” (Tyumen State University).

Tyumen State University successfully develops cooperation with educational institutions of the PRC:

In order to maintain motivation to learn the Chinese language, increase the level of knowledge about the culture, politics and economy of China, the Institute of History and Political Sciences of the Tyumen State University holds the annual event "Days of Chinese Culture", which includes a wide range of information and interactive directions.

TIU has strong partnerships with the following educational institutions of the PRC:

- Russian-Chinese Foundation for the Development of Culture and Education.

In the universities of the Tyumen region in 2019-2020 academic year full-time and part-time students are studying from China.

In the framework of cooperation between TIU and Yangtze University, it is planned to open a joint Sino-Russian Industrial and Energy Institute in September 2020. The Wuhan campus of Yangtze University will undergo joint training of Chinese and Russian students in undergraduate programs (in geology and oil and gas) in Russian, Chinese and English. After graduation, graduates will receive two diplomas - the Tyumen Industrial University and the Yangtze University. Proficiency in Russian and English is a prerequisite for admission to Chinese students. In order to prepare for the entrance exams this year, associate professor of the reference university Yulia Dupina teaches Chinese students the Russian language and the basics of cultural communication.

Areas of intensification of Russian-Chinese interregional cooperation:

- search for cooperation opportunities in oil and gas engineering, instrumentation, oilfield services and energy;

- joint work in the production of building materials;

- construction of logistics and exhibition complexes;

- cooperation in the field of sanatorium-resort, educational and business tourism;

- implementation of joint educational programs, as well as the exchange of scientific and technical information;

- cooperation in the pharmaceutical and medical fields.
