Cooperation with Finland
According to the Ural Customs Administration of the FCS of Russia, the foreign trade turnover of the Tyumen region with Finland for 12 months (January-December) of 2019 amounted to 160 310 thousand US dollars, including: export - 125 387 thousand US dollars, import - 34 923 thousand US dollars.

The foreign trade turnover of the Tyumen region with Finland for 12 months of 2017 amounted to 139 086.88 thousand US dollars, including: export - 117 021.51 thousand US dollars, import –22065.37 thousand US dollars.
The basis of export is made up of the following goods: 27 group of foreign economic activity “Mineral fuel” - (commodity group of goods). Non-resource / non-energy groups include the 29th group of HS FEA “Organic Chemical Compounds” and the 39th group of TN FEA “Polymer Materials, Plastics”. The main exporter of the Tyumen region is SIBUR Tobolsk LLC / ZapSibNeftekhim LLC.
The predominant groups in the import structure are : 84 group of foreign trade activities “nuclear reactors, boilers, equipment”, 39 group of foreign trade activities “polymer materials”.
About international contacts with the Republic of Finland
Cooperation with Finland is carried out in various industries: petrochemical, energy sector, fuel and energy complex, one-time deliveries of wood and wood products are carried out.
More actively, the Tyumen region began to interact with Finland since 2006.
In April 2006, a delegation of the Tyumen Region took part in the Days of the Russian Economy Forum in Helsinki (Finland). During a visit to Finland, representatives of timber industry enterprises in the south of the Tyumen region, headed by the Deputy Governor of the Tyumen region A.V. Moomor was visited by Finland’s leading forest industry enterprises.
In 2006, by the state order of the Government of the Tyumen Region, the Finnish consulting company Jaakko Puri Consulting (PöyryForestIndustryConsultingOyJaakkoPöyryConsulting) developed the Forest Industry Development Strategy of the Tyumen Region. It identified the following priority projects, including:
-Creation of an enterprise for the production of chipboard (particleboard) with a capacity of 450 thousand m3 / year;
-Creation of an enterprise for the production of MDF (medium-strength fiberboard) with a capacity of 250 thousand m3 / year;
-Creation of an enterprise for the production of dry coniferous lumber with a capacity of 100 thousand m3 / year;
-Construction of a plywood plant with a capacity of 100 thousand m3 / year;
-Creation of an enterprise for the production of OSB (plates from oriented fiber bundles) with a capacity of 250 thousand m3 / year.
In the Tyumen region, projects are underway for the production of plywood, wooden frame houses.
In December 2008, the Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region held a presentation of the investment and economic potential of the region for members of the Finnish-Russian Chamber of Commerce in Moscow. The presentation served as an impetus for expanding trade and economic ties and business contacts.
One example of successful economic cooperation with Finland is the activity of Fortum in the Tyumen region. In Russia, Fortum became the first foreign strategic investor in the electric power industry. Fortum is one of the leading electricity companies in the Nordic countries and the Baltic Sea region. The company produces, transfers and sells electricity and heat, provides services for the management, operation and maintenance of enterprises of the energy complex.
In addition to its core business, Fortum implements social projects. In 2008, as part of a charity program, the company provided assistance to a boarding school in Tobolsk, the Children's City Hospital No. 1 of Tyumen, the Center for Social Assistance to Families and Children "Maria" of the city of Tyumen, and the Regional Rehabilitation Center for Children and Adolescents with Disabilities " Rodnik ”, Assumption Orphanage, Tyumen Correctional Kindergarten School No. 87.
On June 8-11, 2009, representatives of 16 Finnish companies paid a visit to the Tyumen Region. The Department of Investment Policy and State Support of Entrepreneurship of the Tyumen Region together with the Finnish-Russian Chamber of Commerce organized a business forum in Tyumen. Such events are traditionally held for Tyumen enterprises in order to assist in the search for potential partners.
On June 2-4, 2010, the members of the Finnish-Russian Chamber of Commerce paid a visit to Tyumen under the leadership of the head of the trade and economic department of the Embassy of Finland, and the minister-adviser to Mrs. Maria Liivala. The round table of the Tyumen and Finnish entrepreneurs “Prospects for bilateral mutually beneficial cooperation”, held on the first day of the delegation’s work in Tyumen, aroused the interest of Tyumen enterprises in the energy sector and timber industry.
On September 13, 2010, in order to assess the economic potential of the Tyumen region, a visit was made by a business Finnish delegation - representatives of the energy sector, researchers from the Bank of the Finnish Institute for the Economy in Transition and the Finnish Institute of International Relations.
March 22-25, 2011 the Tyumen region was visited by a delegation of members of the Finnish-Russian Chamber of Commerce under the leadership of Ambassador Extraordinary and Plenipotentiary of the Republic of Finland to the Russian Federation Matti Anttonen. Within the program of the visit of the Finnish delegation, a business forum “Finland and Russia: prospects for mutually beneficial bilateral cooperation in the Tyumen region” was held. Finnish companies have long been cooperating with Tyumen enterprises. MetsoAutomation is a leading global supplier of technological processes, equipment and systems; it cooperates with Sibur, Surgutneftegas, Tyumen State Oil and Gas University, various research institutes of the city of Tyumen.
The Ambassador of Finland met with the Head of the Administration of Tyumen A.V. Moorom, visited the enterprises of the fuel and energy complex of the city of Tyumen: LLC Lukoil-Western Siberia, OJSC Fortum, as well as the woodworking company LLC Tyumen plywood factory. Following the meeting, the General Director of Tyumen Plywood Plant LLC A.I. Karimova and Olga Harju, Raute’s Regional Director for Russia and the CIS, signed a Protocol of Intent on Raute’s working visit to Tyumen in May 2011 to discuss the modernization of Tyumen Plywood Mill LLC.
On April 23-26, 2013, the Tyumen region was visited by a delegation led by Hannu Himanen, Ambassador Extraordinary and Plenipotentiary of Finland to the Russian Federation. Within the framework of the visit program, the Exchange of contacts “Prospects for the development of mutually beneficial bilateral cooperation between Tyumen and Finnish enterprises” was held, with welcoming remarks made by the Ambassador Extraordinary and Plenipotentiary of Finland to Russia Hannu Himanen and the heads of the executive authorities of the Tyumen region.
April 25, 2013 a meeting with the Deputy Governor of the Tyumen region V.M. Shumkov. During the meeting, issues of mutually beneficial cooperation of the Tyumen region and Finland were discussed; prospects for participation of the Tyumen region in bilateral environmental programs; the development of alternative energy, in particular, the development of waste processing of agricultural and forestry complexes using the latest biotechnologies and Finnish experience; cooperation in the field of energy conservation; cooperation in the field of forestry and woodworking industry (creation of a joint venture for the production of MDF and OSB panels). In addition to economic projects, the issue of establishing twinning relations between the cities of the Tyumen region and Finland and the bilateral development of tourism were discussed.
In accordance with the program of the visit, a delegation met with the Head of the Administration of the city of Tyumen A.V. Moor.
The delegation headed by the Ambassador visited a number of enterprises in the city of Tyumen and met with the management of Fortum OJSC, Antipinsky Oil Refinery OJSC, TNK-BP Management OJSC, and TNK-Siberia OJSC in Tyumen. Ambassador Extraordinary and Plenipotentiary of Finland Hannu Himanen visited the Tyumen State Oil and Gas University, met with the leadership of the university and senior students.
On the initiative of the Embassy of Finland in the Museum of Fine Arts in Tyumen on April 24, 2013, the opening of the exhibition of Finnish graphics “Dialogues with a Stone” took place, in which the Ambassador of Finland personally participated.
On October 22, 2015, as part of the planned work to develop international relations, strengthen and develop foreign economic activity of the Tyumen region with non-CIS countries, N.V. Rakitina, head of the department of external and interregional relations of the department of investment policy and state support of entrepreneurship of the Tyumen region, held talks with the Minister at the Embassy of Finland -Advisor, Head of the Trade and Economic Department, JoonasHeiskanen, Second Secretary of the Trade and Economic Department, Alisa Torn berg (AliisaTornberg), head of the Finpro Finnish trade center HelenaLähteenmäki. At the meeting, the investment potential of the Tyumen region was presented, promising areas of mutually beneficial cooperation were discussed.
On March 3-5, 2016, the delegation of Finland, headed by the Ambassador Extraordinary and Plenipotentiary of Finland to Russia, Hannu Himanen, arrived in the Tyumen region, the city of Tyumen, to participate in the III Tyumen Investment Forum.
Within the framework of the official program of the visit, a meeting of the Governor of the Tyumen Region V.V. Yakusheva with the Ambassador Extraordinary and Plenipotentiary of Finland to Russia Hannu Himanen. The meeting was also attended by representatives of three Finnish companies, the Finnish Technical Research Center (VTT) and the University of Technology Lappeenranta (LUT). During the meeting, the following topics were discussed: cooperation of the Tyumen region and Finland in the fields of business, science, education, culture.
On March 4, 2016, the delegation took an active part in the work of the III Tyumen Investment Forum “Technologies. Territory. Personnel. " Within the framework of the Forum, the Ambassador Extraordinary and Plenipotentiary made a presentation on the panel discussion "Technological development as the basis for the growth of the country's economy."
On the initiative of the Finnish side, on March 5, an official delegation of the Embassy of Finland visited Tobolsk, Tyumen Region, where an extensive cultural program was held.
On October 29-30, 2017, the visit of the Deputy Governor of the Tyumen Region, the Chairman of the Committee for the Protection and Use of Historical and Cultural Heritage of the Tyumen Region L.Z. Teploukhova in Finland, Helsinki, in order to visit Fortum corporation for the processing of household and industrial waste and familiarize themselves with the experience in this field.
Students of Tyumen institutions of higher education on an ongoing basis, annually, actively participate in academic mobility programs with Finland. Tyumen State University participates in the international project Erasmus + together with the University of Applied Sciences Tampere (Finland).
On December 18, 2018, a meeting was held at the Embassy of Finland with the Minister Counselor of the Embassy of Finland in Russia Jonas Heiskanen and the Director General of the Finnish-Russian Chamber of Commerce Jukka Huuhtanen.
On behalf of the Governor of the Tyumen region, an invitation was sent to the Ambassador Extraordinary and Plenipotentiary of Finland to Russia, Mr. MikkoHautalu, the head of the delegation of Finland to visit the Tyumen region, the city of Tyumen, Tobolsk in 2019
During the meeting, a presentation of the investment and industrial potential of the Tyumen region. Finnish colleagues were invited to consider the possibility of localization or cooperation on the organization of production in the field of timber and agro-industrial complexes in the Tyumen region.
The Minister Advisor to the Embassy of Finland in Russia, Jonas Heiskanen, expressed interest in developing historical, sanatorium-improving and business tourism, as well as in the development of scientific and educational contacts and bilateral programs for the implementation of student-teacher mobility.
On July 1, 2019 , at the Embassy of Finland in Russia (Moscow), a meeting of the Deputy Governor of the Tyumen Region L.Z. Teploukhova with the Ambassador Extraordinary and Plenipotentiary of Finland to the Russian Federation, Mr. Mikko Hautala, and Finnish enterprises for the processing of solid waste. In order to discuss the topic in more detail, Finnish companies such as L&T Lassila & Tikanoja, MariMatic Oy, Outotec, SET Clean Tech took part in the July 1 meeting.
During 2020, the visit of the business delegation of Finland, headed by the Ambassador Extraordinary and Plenipotentiary of Finland to the Russian Federation, Mr. Mikko Hautala , is planned . During the visit, the Ambassador is scheduled to meet with the Governor of the Tyumen Region A.V. Moomor, holding a meeting of Finnish and Tyumen entrepreneurs in the format of the Exchange of contacts, visiting industrial enterprises of the Tyumen region, Tyumen.
